BLM Alaska - 140L6320Q0033 - Solicitation
Statement of Work
Image Acquisition and Verification Community Winter Access Trail (CWAT), Fish & Judy Creek Area and
Inigok Area Bureau of Land Management, Arctic District Office
Background
The Bureau of Land Management (BLM) Arctic District Office fulfills numerous obligations associated with managing the National Petroleum Reserve in Alaska (NPR-A). To accomplish these obligations, BLM utilizes the best available science to draft Required Operating Procedures (ROPs) and stipulations. These seek to achieve the dual mandate of the BLM’s mission, managing public lands on the basis of multiple use and sustained yield of resources while conserving the natural, historical, and cultural resources. High quality multi-spectral digital orthoimagery is increasingly considered a primary source of data used in GIS applications that support planning, management, and research on public lands.
The Bureau of Land Management recognizes that snow cover is one of the most critically important factors when making permitting decisions granting access over sensitive tundra. The depth and timing of snow cover often determines whether tundra habitats are sufficiently protected or the extent and intensity of damage. Baseline snow cover data are lacking within NPR-A. This study will provide these data sets within the project areas to better inform management decisions and advise optimum route planning and timing strategies.
Objectives
The objective of this Image Acquisition and Verification project is to create a detailed field-verifiable snow depth model for each project area.
Project areas CWAT Trail Survey Areas and Inigok and Fish & Judy Creek Survey Areas (Appendix A) are broken down into four discrete units:
A. CWAT from edge of Federal/State land Ocean Point where the CWAT begins on Federal land to Utqiaġvik ~224,000 acres
B. CWAT from Atqasuk to Utqiaġvik ~48,000 acres C. Fish & Judy Creeks ~310,000 acres D. Inigok Creek Annex ~125,000 acres
Note: Image Acquisition and Verification shall include a one-mile buffer around the CWAT. As such, for each mile of linear feature shot, 1280 acres of spatial data product would be obtained (1 mi2 on each side of the road except for terminations). Either a KML or polygon shapefile will be supplied to applicant. Due to the nature of public winter access trails there are sometimes micro variations within trail routes. Users may avoid a hazard or slightly meander from the plotted line.
Rarely is this variation outside the one-mile buffer, however BLM reserves the right to include a slight deviation to project areas to capture these locations.
Requirements and Deliverables
Acquisition of: (1) a cloud-free multi-spectral (RGB+IR) orthomosaic (tilled geotiff) with a resolution of 45 cm and spatial accuracy of less than two meters (for both snow off1. and maximum snow cover2. periods); (2) a high density multispectral point cloud co-registered to the orthomosaic (for both snow off and maximum snow cover periods); (3) a 2 m digital surface model co-registered to the orthomosaic (for both snow off and maximum snow cover periods);
(4) a digital surface model of snow cover with field verifiable snow depth3. accuracy of ±10 cm with 95% confidence from summer and winter orthomosaics.
1. Procure detailed aerial imagery of project areas during ideal snow off period. Using technology where leaf cover may be ignored, a Digital Elevation Model DEM model of the ground surface would be obtained during September through early October of 2020 or until the first significant snowfall.
2. Procure detailed aerial imagery of project areas during maximum (approximately) snow cover. The timing of image acquisition depends on how snow builds during the winter (ramp vs. step function) but is done sometime in February.
3. The contractor will field verify depths calculated from maximum snow cover image collection. Field verification will be done using magnaprobe or similar GPS enabled high frequency sampling technique. Field verification efforts will occur as soon as logistically and safely possible following winter snow cover flights. Ground truthing should verify snow depth accuracy of ±10 cm with 95% confidence.
All deliverables are expected in a digital format. BLM would expect complete FGDC-compliant metadata on derived GIS data, and that it be supplied in an ESRI-compatible format (file geodatabase preferred). Deliverables, including raw data and final maps should be received by BLM no later than 90 days after completion of final snow depth verification field work.
All imagery is expected to also contain full metadata attributes (date, time of acquisition, altitude, etc.).
All deliverables (including raw images, mosaiced images, derived surfaces, post-acquisition processing data etc.) are property of the federal government, and therefore part of (and distributable to) the public domain.
Cameras will be triggered at preplanned GPS locations to provide an image end-lap of at least 80% and side-lap of 55% or sufficient overlap in both axis to produce a verifiable snow depth accuracy of no more than ±10 cm with 95% confidence.
