SECTION 4 - INSTRUCTIONS
SECTION 1 - STATEMENT OF WORK
1. Job specifications
1.01 Requirements of work
The U.S. Department of the Interior, Bureau of Land Management, Amarillo Field Office needs to remove and dispose of gas well produced liquids at Cliffside Gas Field (10/1/2023 to 09/30/2024 with three option years).
These liquids consist of produced saltwater with residual hydrocarbons from our gas wells and rain/snow caught in tank containment area. The liquid is defined as oil and gas waste by the Texas Water Code and is regulated by the
Texas Railroad Commission. As such, the liquid will be disposed of in properly permitted disposal wells and is not considered hazardous waste. See permits required in Section 1.06.
1.02 Location
The Cliffside Gas Field is approximately fifteen (15) miles northwest of Amarillo, Texas. There is a paved road from Amarillo and from the major highways to the center of the field.
1.03 Description of work
Pick up and dispose of liquid produced from the gas wells from two centralized storage tanks at the Cliffside camp and the containment area around the 4300-gallon tank which may contain residue. These tanks hold up to 5000 gallons and 4300 gallons. Two tanks are located at the Cliffside Camp, our pump on the large tank struggles after
60 barrels so we will call when we have at least 80 barrels to pick up. These tanks are drained from the bottom and are completely emptied each time. This service will be provided on an as-needed basis. The contractor will be given at least 48-hour notice for pick-up and will need to remove the fluid within 48 hours of that notification.
This work does not include any removal of solid waste material only the produced fluid from the gas wells.
1.04 Materials and services to be furnished by the Government
The Government will assure access to the storage tanks and supply proper connections for contractor’s equipment that meets the general industry standards for commercial transport.
1.05 Materials and services to be furnished by the Contractor
Contractor shall provide all labor, equipment, and supplies to include pumps and a truck mounted positive displacement meter to measure the volume of fluid removed.
1.06 Permits Required
Disposal must meet EPA standards. Company must be in compliance with Chapter 27 “Injection Wells” of the
Texas Water Code. Also, the company is subject to compliance with the regulations covered by the Texas Railroad
Commission and the Texas Commission on Environmental Quality. These in part are covered under Title 16, Part
1, Chapter 3, and applicable rules of the Texas Administrative Code. The company is subject to all applicable regulations pertaining to injection wells.
1.07 Estimated Quantity
The BLM is currently producing 50,000 to 75,000 gallons of liquid to be picked up annually. This amount is going to increase due to decreased pressure in the field which will allow more water encroachment and the addition of the new central compressor. BLM estimates that a minimum of 50,000 gallons and a not to exceed of 125,000 gallons will need to be pick up each year.
1.08 Period of Performance
Base year 10/01/2023 – 09/30/2024 (12 Months)
Option period One 10/01/2024 – 09/30/2025 (12 Months)
Option Period Two 10/01/2025 – 09/30/2026 (12 Months)
Option Period Three 10/01/2026 – 09/30/2027 (12 Months)
