About this file
This is a Request for Quotation (RFQ) for fence repair and replacement services at the Charles M. Russell National Wildlife Refuge in Montana. The project involves repairing and replacing approximately 3 miles of boundary and interior fencing in the Marcotte Coulee Habitat Management Unit that was damaged by the 2025 Wilder Fire. The contract is a firm fixed-price award set aside for small business concerns, with an estimated price range between $25,000 and $100,000. The work must commence within 14 calendar days of receiving the notice to proceed and be completed by September 30, 2026. The project site is located at the Sand Creek Field Station, 8407 U.S. Highway 191 North, Roy, Montana 59471.
Quotations must be submitted electronically via email to nicole_johnson@ios.doi.gov and include a completed SF 1442 form, pricing on the quote schedule, relevant experience documentation demonstrating three similar projects completed within the last five years, a technical submission addressing the approach and schedule, representations and certifications per FAR provision 52.204-8, and an executed bid guarantee of 20 percent of the bid price or $1 million, whichever is less. The evaluation will use comparative methodology considering technical approach, proposed schedule, relevant experience, and price reasonableness. The Government reserves the right to select a quotation that is not the lowest priced if it provides superior technical value or reduced performance risk. Davis-Bacon wage rates apply, and contractors must comply with environmental regulations, including restrictions on work during fire danger seasons and in the event threatened or endangered species are discovered.

Project Title: Marcotte Coulee Boundary Fence Repair/Replace
Location: The project site is located at the Charles M. Russell National Wildlife Refuge (NWR) Sand Creek Field Station 8407 U.S. Hwy 191 North Roy, MT 59471
Contract Type: FIRM FIXED PRICE
Set Aside: Total Small Business
Magnitude of Construction Price Range: Between $25,000 and $100,000.
NOTE: In accordance with FAR 36.204, for construction contracts, we are obligated to state the magnitude of a project using specific price ranges, both in terms of its physical characteristics and estimated price range. However, it's crucial to understand that these price ranges are broad categories and selecting one does not imply that our budget is at the higher end of that range. The intent is to give a general sense of the project's scale without revealing the Government's precise estimate. For instance, categorizing a project as being "Between $100,000 and $250,000," doesn't mean our budget is close to $250,000. It simply means the estimated cost falls within that bracket. The actual value could be anywhere within that range.
