“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”

SECTION 5

EVALUATION OF QUOTATIONS

5.1 GENERAL INSTRUCTIONS

Quotations shall be prepared and submitted in accordance with the instructions contained in Section 4 of this RFQ. The technical submission will be evaluated separately from the price submission. Each submission will be evaluated against the evaluation factors and sub-factors listed below.

5.2 BASIS FOR AWARD

Award shall be made to the responsible offeror whose quotation, in conforming to this RFQ, provides the Lowest Price Technically Acceptable (LPTA) offer to the Government. The evaluation shall be performed on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The LPTA source selection process shall not involve tradeoffs between technical and cost details. Each quote will be evaluated for acceptability or unacceptability, but not ranked using the non-cost/price factors.

The Government reserves the right not to make an award as a result of this competition if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable and/or economically feasible.

The Government reserves the right not to make an award as a result of this competition.

5.3 EVALUATION CRITERIA

If the Offeror with the lowest priced quote meets the technically acceptable criteria, as stated in Section 5.2, a hybrid (FFP & LH) Purchase Order will be awarded to the lowest price technically acceptable Offeror.

5.4.1 FAR 52.217-5 EVALUATION OF OPTIONS (JULY 1990)

Except when it is determined in accordance with FAR 17.206(b), not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all task orders and task order options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

To account for the possible use of the six-month option period extension permitted under 52.217- 8, the Government will take the estimated pricing from the final option period prorated to a six-month value and add it to the sum of the base plus all option periods. This amount will be the total evaluated price for the purchase order.
