National Park Service Bryce Canyon National Park

Fire Protection Inspection, Testing and Maintenance

1.0 PROJECT DESCRIPTION

A. Project: Comprehensive fire protection system inspection testing, maintenance and inventory contract for fire alarm and water-based fire sprinkler protection systems.

B. Provide annual NFPA 72 and 25 inspections, testing and maintenance (ITM) of 10 water and glycol-based fire protection systems, and 2 fire alarm and monitoring system(s) and one commercial wet system with no alarm.

C. During the performance of this task, the contractor shall provide sufficient staffing to perform required tests. The Park will not provide any assistance inspecting or testing the fire protection equipment.

D. The Period of Performance for this contract is for one (1) base year and four (4) option years.

1.01 ITM QUALIFIED PERSONNEL

a. State, county, or municipal certified/licensed contractor for type of system or,

b. NICET II or greater certification for the type of system being worked on or

c. Certified by the manufacturer for the make and model of system being worked on or

d. As approved by the COR

1.02 LOCATION

A. This project is located in three separate areas off of Highway 63 in Bryce Canyon National Park. National Park Service (NPS 0Headquarters is located at 3000 S Hwy 63, Building #1 in Bryce, Utah, 84764. The housing units are located at 3200 S Highway 63, Mission 66 Loop Rd, Bryce, UT 84764. The Sunset Comfort station is located off of Hwy 63 at the Sunset Overlook.

1.03 DEFINITIONS

A. Equipment and materials shall be approved for their designed use and performance. The term “approved” shall mean Underwriters Laboratories (UL) listed and acceptable to the approval authorities.

B. The term Contracting Officer (CO) is the person responsible for awarding the contract and approving any changes to the awarded contract.

C. The term “COR” as used within this specification refers to the Contracting Officer’s Representative. The COR is a person who confirms inspection/acceptance of goods/services for the requisitioners when they need to process invoices.

D. The term “Contractor” as used within this specification refers to the contractor and/or subcontractor(s).

E. The term “Point of Contact” (POC) is used within the specification refers to the NPS employee who will assist in arrangements of service once contract has been awarded.

1.04 REFERENCES

1.05 CONTRACTOR SAFETY

A. Safety: Safety plan addressing inspections in the park regarding wearing of PPE, respirators, Tyvek suits, gloves, disposal plan after leaving units, vendor should take used items and dispose of not in the park. The plan must address social distancing in public buildings during the inspection process to comply with State and County guidelines.

B. COVID-19 PUBLIC HEALTH INFORMATION: Verify current conditions and requirements with Park POC prior to beginning work.

1.06 CONTRACT DELIVERABLES

A. Provide a complete code compliant Inspection, test maintenance on existing fire protection system(s).

B. Provide a complete inventory including manufacture, number and type of fire alarm initiating devices and sprinkler components.

C. Provide the documentation as required by Statement of Work.

END OF SECTION

Scope of Work: Automatic Sprinkler System

2.0 GENERAL

A. The Statement of Work (SOW) requires the contractor to perform complete code compliant Inspection, Testing, and Maintenance (ITM) on the automatic sprinkler system(s) in the NPS operated buildings identified in Section 1. The ITM on the sprinkler system shall be performed in accordance with NFPA 25 (2023 edition), Standard for the Inspection, Testing and Maintenance of Water- Based Fire Protection System and manufacturer requirements.

B. In accordance with this SOW and the Task Order, the Contractor shall provide all required site-specific information in the execution proposal.

C. Installed dry system(s) shall be properly inspected and “winterized” ensuring all water is drained, air compressor functioning properly, and proper dry valve operation no sooner than October 1, and no later than November 15th each year of this contract.

D. All dry pendant sprinklers must be inspected and determine if they meet the NFPA requirements relating to time duration of installation.

E. Liability: The contractor will be responsible for any damage to the building or content if the damage is the result of poor maintenance, or inspection during the performance of this contract.

F. The contractor shall provide all tools and supplies necessary to properly perform inspections and tests in accordance with NFPA 25.

G. All automatic sprinkler system inspection, tests, maintenance, alterations, and repairs performed under this contract shall comply with NFPA 25 including all appendix chapters. Anywhere NFPA 25 states "should", it shall be taken to mean, "shall".

H. Housekeeping. The Contractor shall leave areas where he performs work neat, clean and orderly.

I. If the inspector encounters equipment that is in a condition that may endanger life or property, the inspector shall immediately notify the Contracting Officer and COR, of the condition requiring immediate action. Within 24 hours the inspector shall provide a

Page | 4 written report to the Contracting Officer and COR of the hazardous condition and recommended corrective action.

J. Certifications and Qualifications of contractors performing the on-site work must submit proof of their certifications to the COR prior to engaging in on-site work.

K. The Contractor shall always have available enough capable and qualified employees to enable the contractor to properly, adequately, and safely perform all work required under the terms of this contract.

2.01 SCOPE

A. The system(s) shall be inspected and tested per current NFPA 25 during the summer months.

One (1) complete trip and waterflow test of systems, to be conducted during the summer inspection.

B. All visits will be made under the direction of the Supervisory Park Ranger (Protection), or a park designated employee. Scheduling arrangements must be provided at least 1 week in advance.

C. No deviations from this SOW shall be made without written authorization from the CO. All recommendations are encouraged to be discussed with the park COR and POC representatives.

D. Before proceeding with any testing, the Contractor shall coordinate the notification of all persons and facilities that receive alarm, supervisory or trouble signals (facility manager, central station, Fire Department). The Contractor will coordinate with the POC to ensure that all building occupants are notified. At the conclusion of testing, the Contractor shall notify those previously notified that the testing has been concluded.

E. The Contractor is responsible for the fire alarm operation and restoration during the performance of the tests specified in this SOW.

F. The Contractor shall ensure that the sprinkler system is always maintained and operable except while being tested or repaired. It is essential that the contractor carefully schedules with the POC all non-emergency shutdowns of the sprinkler system and that back up protection be provided by the contractor any time that the sprinkler system is out of service. In addition, regardless of the duration of the shutdown, the affected portion of the system shall be tested to ensure that the protection has been restored.

G. The contractor shall coordinate with the POC to decide when testing, maintenance and repair can be performed. Testing, maintenance, and repair can be performed during normal business hours when it does not interfere with building operations. When testing, Page | 5 maintenance or repair will interfere with building operations; it shall be performed after normal business hours.

2.02 PERFORMANCE

A. The service of the fire sprinkler systems will include the points listed below and shall be in compliance with NFPA 25 Table 5 Summary of Sprinkler System Inspection, Testing and Maintenance.

B. As a minimum, Work conducted at annual inspection shall include, but not restricted to:

(1) Visual inspection of the general occupancy conditions, environment, and operations related to fire protection.

(2) Check for any changes in occupancy status that may affect the performance or reliability of the fire suppression systems.

(3) Inspect general storage and stock arrangements in relation to fire sprinkler system effectiveness.

(4) Inspect all sprinkler valves for proper position, general condition, accessibility and protection. Test control valves as required to insure satisfactory operation.

(5) Inspect control valves. Seal and tag all control valves and clean and lubricate control valve components as required.

(6) Inspect priming levels and air pressure on all dry pipe valves. Check and adjust as necessary.

(7) Drain and blow out all dry system low points equipped with valve arrangements.

(8) Inspect all accelerators and accessories to determine if they are in satisfactory condition.

(9) Inspect sprinkler control valve identification signs and security arrangements.

(10) Check condition of drain valves, check valve, gauges, and related components.

(11) Instruct the POC on the proper operation, care and maintenance of the fire protection equipment and system as required.

(12) Test existing antifreeze systems and document the protection temperature.

C. As a minimum, work conducted at alarm flow test conducted annual inspections:

(1) Inspect and test operation of alarm valves, flow indicators, retards, and accessories for proper operation.

(2) Inspect and test all alarm system components for satisfactory condition. Clean and lubricate necessary.

D. Preventive maintenance shall be performed by the contractor as part of this contract to keep the system equipment operable or to make repairs in accordance with NFPA 25 and this specification. Operations and maintenance manuals, as-built installation drawings, and other system documentation shall be retained to assist in the proper care of the system and its components.

(1) Inspect and determine if all portions of the fire sprinkler systems are in service and in satisfactory condition.

(2) Inspect all changes or modifications to fire suppression systems ensuring the modifications meet current code requirements.

(3) Check the general condition of sprinkler heads. Visually check the heads for any obstructions or coatings that may hinder

Page | 6 satisfactory activation and that there is adequate clearance around the heads to allow proper water distribution.

(4) Check the general condition of the sprinkler system piping, hangers and related equipment.

(5) Inspect fire department connection couplings, caps, threads, clappers, check valves and drain. Lubricate as required.

(6) Check the reserve supply of sprinkler heads for proper assortment.

(7) Ensure proper fire alarm signaling (supervisory and alarm conditions).

(8) Conduct a trip test of all dry valves as described below:

i. Note location, device number, system and area controlled.

ii. Check for normal air and water pressure prior to test.

iii. Flow test each system prior to trip to remove obstructive materials from supply piping.

iv. Fully trip and flood each system by utilizing proper test connections.

v. Check trip point pressures and times to determine satisfactory results.

vi. Check and document the time to flood system and discharge water from proper test outlets.

vii. Inspect the performance of each valve.

viii. Inspect the valve interior, moving parts, rubber facings, seats and other related components.

ix. Clean and reset dry valve, replacing necessary gaskets as required.

x. Check alarm activation at trip test point.

xi. Drain and dry all low points.

xii. Restore the system back in service.

xiii. Check and determine satisfactory operation of accelerators.

XIV. Clean, reset and return accelerators to service.

XV. Record the time necessary to re-pressurize the system with air and report any related deficiencies.

E. For repairs relating to corrective maintenance involving, but not limited to, replacing corroded, or painted sprinklers; correcting obstructions to sprinkler spray patterns; repairing pipe leaks; replacing missing or loose pipe hangers; cleaning clogged fire pump impellers; and replacing valve seats and gasket. The Contractor shall provide a cost proposal to the COR and Contracting Officer. The proposal for fire sprinkler system repair shall include:

Severity of impairment Suspected cause of malfunctions Actions to prevent re-occurrence List of components and materials to make repair Hours required to make repair Schedule for making the repair(s) Suspected cause of malfunctions

Actions to prevent re-occurrence

All repairs shall be tested according to the requirements of NFPA 25. The POC or designated representative may witness testing.

Contractor must provide written certification that repairs are complete. The document shall also include the names and titles of the witnesses to the test.

Upon request, the Contractor shall furnish a record of all repairs they have made to an individual fire alarm system. All records must be maintained at the Contractor’s office for a minimum period of 3 years.

2.03 INSPECTION AND TESTS

A. The Contractor shall provide:

1. Written certification the equipment has been inspected and tested by a qualified person(s) with water-based Systems Layout.

2. Written certification the equipment is in proper working order.

3. Completed Record of Inspection and Testing form(s) as outlined in NFPA 25

4. A list of dry sprinklers location and when they must be tested or replaced.

5. List of buildings with antifreeze, and test results of temperature protection.

B. Compile a complete report of the inspection and explain any deficiencies and recommend corrective action to be taken according to recognized care and maintenance standards. One set of hard-copy documents and one electronic copy, for each type of system, will be required at contract completion each year.

C. The completion report must be submitted within two weeks of inspection completion.

Scope of Work: Automatic Fire Alarm system

3.0 GENERAL

A. The Statement of Work (SOW) requires the contractor to perform complete code compliant Inspection, Testing, and Maintenance (ITM) on the automatic fire alarm system(s) in the Bryce Canyon Visitor Center, the Bristlecone Dormitory, the Sunset Point Restrooms and residential smoke alarms 11 of the NPS employee housing units. The ITM on the automatic fire alarm systems shall be performed based on current National Fire Protection Association (NFPA) 72 and manufacture requirements.

B. In accordance with this SOW and the Task Order, the Contractor shall provide all required site-specific information in the execution proposal.

C. National Park Service Intermountain Regional Structural Fire Management Officer is the COR for the fire protection at this park.

D. The contractor shall provide all tools and supplies necessary to properly perform inspections and tests in accordance with NFPA 72.

E. All Fire Alarm System, tests, inspections, maintenance, alterations, and repairs performed under this contract shall comply with the

2022 edition of the NFPA 72 National Fire Alarm Code including all appendix chapters. Anywhere NFPA 72 states "should", it shall be taken to mean, "shall".

3.01 CERTIFICATIONS AND QUALIFICATIONS

A. The Contractor shall always have available a sufficient number of capable and qualified employees to enable the contractor to properly, adequately, and safely perform all work required under the terms of this contract.

B. Fire Alarm Systems technicians performing contract work shall meet NFPA 72’s qualification requirements. Additionally, the Technician must have experience in the past five years in fire alarm system testing, repair, maintenance, installation, and related activities of buildings and equipment comparable to the buildings and equipment covered by this contract.

C. Contractor and subcontractor personnel engaged in the activities specified by this contract shall be also required to possess certificates of training, licenses, and permits as required by the state, county, parish, city, and other local jurisdictions when the alarm system is installed in a facility covered by such state, county, parish, city, and other local jurisdictions.

D. The Contractor shall provide to the Ordering Official and Authority Having Jurisdiction documentation of the certificates of training, licenses, and permits for all new employees not later than seven (7) days prior to that person beginning work under the terms of this contract. The Contractor shall insure that all certificates of training, licenses, permits, and bonds are current and valid. All offers must include documentation and proof of the above certifications and qualifications for each employee.

3.02 SCOPE

A. Services include but are not limited to the performance inspection, testing, and preventive maintenance or repair of a variety of intrusion, fire alarm and notification systems, equipment and components such as manual alarm devices, smoke and heat detectors, remote and graphic annunciators, main fire alarm panel and components, voice alarm system, speakers and horns and other audible and visual devices, wiring circuits and junctions, all other alarm, detection and control and ancillary devices, and emergency power operations and ensure appropriate monitoring signaling to the monitoring company.

B. The Contractor shall ensure that the fire alarm system is always maintained operable except while being tested or repaired. It is essential that the contractor carefully schedule with the Building Manager all non-emergency shutdowns of the fire alarm system and that back up protection be provided by the contractor (arrangement of additional personnel stationed at the fire alarm system control panel) any time that the fire alarm system is out of service. In addition, regardless of the duration of the shutdown, the affected portion of the system shall be tested to ensure that the protection has been restored.

C. All visits will be made under the direction of the POC), or a park designated employee. Scheduling arrangements must be provided at least 1 week in advance.

D. No deviations from this SOW shall be made without written authorization from the Contracting Officer. All recommendations are encouraged to be discussed with the park representatives.

E. Before proceeding with any testing, the Contractor shall coordinate the notification of all persons and facilities that receive alarm, supervisory or trouble signals (e.g., COR, facility manager, central station, Fire Department). The Contractor will coordinate with the COR to ensure that all building occupants are notified. At the conclusion of testing, the Contractor shall notify those previously notified that the testing has been concluded.

F. The contractor shall coordinate with the building manager to decide when testing, maintenance and repair can be performed. Testing, maintenance, and repair can be performed during normal business hours when it does not interfere with building operations. When testing, maintenance or repair will interfere with building operations; it shall be performed after normal business hours.

G. The Contractor may be required to perform some work, inspections, and tests outside the normal working hours of the building occupants. Any scheduled work that is disruptive to the tenants (testing audible devices, elevator capture, fan shutdown, etc.) shall be performed after the building occupant’s normal working hours. The Contractor shall coordinate with the POCCOR for coordination of after-hours access to the building.

H. If the inspector encounters equipment that is in a condition that may endanger life or property, the inspector shall immediately notify the POC an COR, of the condition requiring immediate action. Within 24 hours the inspector shall provide a written report to the COR and CO of the hazardous condition and recommended corrective action. The Contractor is responsible for the fire alarm operation and restoration during the performance of the tests specified in this SOW.

I. Fire Alarm inspection reports shall be submitted to the requesting Park on the “suggested form”, as found in NFPA 72

3.03 PERFORMANCE

A. The Contractor shall perform a full initial inspection and test of each device on the fire alarm system in accordance with NFPA 72, National Fire Alarm Code.

B. For repairs relating to corrective maintenance involving, but not limited to, replacing faulty systems components, the Contractor shall provide a cost proposal to the COR and Contracting Officer. The proposal for fire alarm system repair shall include:

Severity of impairment Suspected cause of malfunctions Actions to prevent re-occurrence List of components and materials to make repair Hours required to make repair Schedule for making the repair(s) Suspected cause of malfunctions Actions to prevent re-occurrence

All repairs shall be tested according to the requirements of NFPA 72. The POC must may witness testing. Contractor must provide written certification that repairs are complete. The document shall also include the names and titles of the witnesses to the test.

C. Upon request, the Contractor shall furnish a record of all repairs they have made to an individual fire alarm system. All records must be maintained at the Contractor’s office for a minimum period of 3 years.

3.04 INSPECTION AND TESTS

A. Maintenance, Inspection and Testing Records: Within 14 days after completing the inspection and testing, the Contractor will furnish a written record to the COR that includes the following:

i. Contractor’s Inspection and Testing Form that includes all the information required by NFPA 72.

ii. Date of manufacture of fire alarm system(s) and whether parts are readily available.

iii. The record shall include any problems noted with the system, including inoperable or unsupervised devices or equipment, or devices that cannot be calibrated, tested, or serviced in accordance with the manufacturer’s recommendations. Findings noted shall include individual costs to correct/repair them. Each cost shall be broken down into both a parts cost and a labor cost.

iv. A complete system inventory including the intrusion and fire alarm manufacture, number of notification and initiation devices (fire and intrusion) including device type is required using NPS furnished data form.

v. The record shall be provided electronically (by email) if required by the COR (formatted in Microsoft Word or Excel).
