The procurement strategy is to issue a request for quote (RFQ) on the NASA Solution for Enterprise-Wide Procurement (SEWP) and the fair opportunity procedures set up by SEWP will be followed. According to those procedures, a RFQ with a brand name requirement must include a justification and approval and be submitted to all pre-competed Contract Holders. The order at issue includes a brand-name requirement.

7. A SHORT DESCRIPTION OF RESULTS OF RFI/BETA.SAM.GOV POSTING, OR MARKET RESEARCH CONDUCTED OR A STATEMENT

OF THE REASON NONE OF THE ABOVE ACTIONS WERE CONDUCTED.

Per DFARS agencies are required to utilize ESI for Veritas support. Research was conducted in which both ESI vendors responded.

Additionally, RFI (#174611) was posted on NASA SEWP from 10/21/20 - 10/29/20 utilizing the RFI tool seeking quotes for one year.

Competition was sought among all OEM authorized resellers for the best possible pricing. Through coordination with CSD and the program manager, option years are not available for this requirement. An RFI was put out on GSA from 10/21/20-10/28/20.

IAW DFARS 208.7402(1) Departments and agencies shall fulfill requirements for commercial software and related services, such as software maintenance, in accordance with the DoD Enterprise Software Initiative (ESI). Furthermore, PGI 208.7403(5) states: If existing ESAs do not represent the best value to the Government, the software product manager (SPM) shall be given an opportunity to provide the same or a better value to the Government.

IAW DFARS 208.7403(5) The Contracting Officer cannot determine ESI to be the best value to the government considering small business in which the CO has made the determination to release the RFQ on NASA SEWP under Groups B, C, and D where additional small business competition is anticipated.

Based upon RFI's posted the following Market Research was obtained:

10. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.
