About this file

This is an Offer Evaluation Information document and Bid Schedule for a Request for Offer (RFO) issued by the Lodi Fish and Wildlife Office for the procurement of a 22' Aluminum Center Console Skiff. The RFO number is 140FS126Q0183, with offers due September 9, 2026 at 1300 Central Time and Requests for Information due August 31, 2026 at 1300 Central Time. Vendors must submit two required documents as individual PDF files via email to Tanner_Frank@ios.doi.gov: a completed Bid Schedule with itemized pricing and a Technical Submission identifying the proposed vessel, engine, trailer, major electronics/radar equipment, delivery timeline in calendar days, and manufacturer literature for any proposed equal products.

The Government will evaluate all technically acceptable offers using a best value tradeoff methodology, considering Technical Capability, Proposed Delivery Timeline, and Price, with the right to select a higher-priced offer if technical advantages or delivery benefits warrant the additional cost. Technical acceptability is evaluated on a Pass/Fail basis and requires submission of a completed Bid Schedule with total and itemized pricing; a vessel package meeting Performance Work Statement (PWS) requirements including salient characteristics and specified engine, trailer, equipment, electronics, and safety features; identification of any proposed equal products with sufficient compliance information; a proposed delivery timeline not exceeding 120 calendar days after award; and confirmation that the quoted price includes all costs to provide, equip, test, and deliver the complete package. The Bid Schedule requires separate line-item pricing for: Boat/hull with installed vessel equipment and electronics per PWS; 150 HP outboard engine installed with instrumentation and spare propeller per PWS; tandem-axle galvanized trailer per PWS; and shipping/delivery to Lodi Fish and Wildlife Office in Lodi, California. The Total Quoted Price is Firm-Fixed-Price for CLIN 0001 and shall include all labor, materials, fabrication, equipment, installation, testing/sea trial, documentation, freight, delivery, fees, overhead, and profit, with pricing on an FOB Destination basis. Vendors must confirm active SAM.gov registration with no exclusions and provide complete vendor information including company name, point of contact, email, phone, and UEI.

1. BEST VALUE TRADEOFF

The Government will comparatively evaluate all technically acceptable offers and issue a purchase order to the responsible offeror whose offer represents the best overall value to the Government, considering:

• Technical Capability
