JOB QUALIFICATIONS MATRIX – ATC DATA COLLECTION
The job qualifications and job duties listed below are in addition to work outlined in Section 6 - Technical Description of Work within this PWS.
Qualificat ions Job Duties Computer Operator I Shall have two (2) years’ This is an entry level experience using data entry position. (2) Shall have (5) years of leadership experience.

Follows test items through all phases of testing, observing all operations and maintenance associated with the test item. Records specific information on structured data sheets and/or laptop computers for processing. Test data include a detailed chronological record of operational and maintenance related data.
Operational data include information pertaining to mission event description and conditions, such as:
configuration, test area, weather information, hours of operation, number of personnel involved in the testing and specific servicing actions performed.
Maintenance related data include information such as:
total operational test life at the time of maintenance, type of malfunction, how and when the test incident was discovered, type of action taken to correct the malfunction, level of maintenance required to repair the incident, specific description of malfunctions, parts involved and the time and steps required to repair the malfunction. Observes each incident personally and independently records the required data in a complete, accurate, and timely manner. Reads various instructions, performs arithmetic computations, reviews and evaluates technical manuals.
Interviews test personnel for comments pertaining to safety, human factors, and design for maintainability problem areas. Performs work by using required knowledge of detailed procedures which are either established or repetitive, or which are specified at the time of initial performance

Provides oversight to employees assigned to collect data on a variety of test programs to include highly complex programs. Provides technical guidance, assistance and on-the- job training and closely monitors workload.
Reviews work in progress and initials completed work for quality assurance, completeness and accuracy on a daily basis. Trains employees on specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Maintains up-to-date files, supplies, manuals and electronic data forms for each test project. Recognizes basic problems in data collection techniques and recommends solutions. Determines and assures that the test data meet project requirements as they relate to the following:
evaluation of technical manuals; identification and adequate description of potential critical problems to ensure further investigation and corrective action is taken;
determines whether or not the repair parts, tools and support equipment are adequate and necessary to support the overall system; and design for maintainability. Tasks may include support of the Government test director/engineer/analyst by coordinating the required data collection support and by performing field work, Duties may also include assisting the government Data Quality personnel, Uses web enabled data management systems such as ODIN and VDLS. Data Collector VI (1) Shall have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English or a GPA of

Provides training to lower- level personnel on the data collection procedures and policies at ATC and other locations outside ATC.
Provides guidance and oversight in the development of the structured data collection curriculum to train new data collection personnel. Provides leadership, technical advice and assistance to lower-graded employees.
Closely monitors the work of lower-graded employees. Instructs employees in specific tasks and job techniques maintenance concepts and two and makes available

On a weekly basis, performs a 100% quality assurance check of data from an assigned project;
all projects will be reviewed on a rotational basis. Returns unacceptable work and counsels employee(s) in this matter. Acts as a liaison between lower-graded data collection and Data Quality/Government personnel when technical and/or personnel issues arise. Provides input on lower- graded personnel performance to PM.
Must have knowledge of hardware and software (e.g., ODIN, MS Office, etc.) to aid lower-graded employees when hardware and software related problems arise.
As required, provides advice and assistance during test project planning meetings (e.g., HAWGs) in relation to data collection support issues. Uses web enabled data management systems such as VDLS. May be required to use the Cognos application to query databases and produce professional reports. Must be available to perform job functions at sites other than APG.
Editorial Tech I (1) Shall have four (4) years’ experience as an Editorial Technician/Technical Writer/Word Processor III where editing was a major duty; or an Associate’s Degree in English, Journalism, Technical Writing, Communications or Science
Edits documents for basic grammar, punctuation, syllabification, spelling, capitalization, and proper English usage. Primary function consists of grammatical construction and format requirements.
Revises sentences, and two (2) years’ experience in technical writing or editing;
or a Bachelor’s Degree in English, Journalism, Technical Writing, Communications, or Science.
(2) Shall be proficient in the advance functionality and tools of Word and Adobe Acrobat.

Range Support Technician I
Shall (a) have experience in commercial data and word processing software (i.e. SQL Server, ACCESS, Microsoft Excel, Word and Outlook) (b) possess good communication and organization skills
Schedules physical and personnel resources associated with: testing of firing systems/ammunition, testing of automotive materiel, range training activities, and non-firing mission requirements; assists in the preparation, review, and commenting on plans and documents pertaining to assigned projects; gathers information, performs literature searches; assists in the integration of range safety and environmental policies with the scheduling process; assists in the scheduling of daily tests and related operations; assists in producing daily, weekly, and projected monthly schedules;
attends scheduling meetings with senior government technical person to discuss/resolve daily and long range scheduling operational problems. Applies established methods, procedures and techniques, as well as non-standard applications.
Exercises tact and diplomacy to obtain cooperation & assistance of personnel in the scheduling process and in negotiating trade-offs in terms of facilities, instrumentation, data, time, and operational restrictions in executing test/training missions.
Range Support Technician II
Shall (a) have no less than 60 credit hours and one (1) year applicable experience as a Range Support Technician I; or 30 credit hours and two (2)

Consolidates/coordinates the scheduling requirements from range area/automotive test course users (includes government, contractors, tenant activities). Learns and applies established methods, procedures and techniques as well as non-standard applications. Analyzes the various schedules to determine workability and to identify possible scheduling conflicts involving resources, facilities, etc. Exercises tact, and diplomacy to obtain cooperation & assistance of personnel in the scheduling process and in negotiating trade-offs in terms of facilities, instrumentation, data, time, and operational restrictions in executing test/training missions.
Assists in making recommendations for the resolution of problems.
Government oversight will give final approval for actions/scheduling decisions that may be of a controversial nature.
Technical Writer I (a) Shall possess a Bachelor's Degree in one (1) of the following disciplines: English, Journalism, Communications or other scientific discipline; or an Associate’s Degree in English, Journalism, Communications or other scientific discipline and three
(3) years’ experience with technical writing for DoD research, development, test and evaluation (RDT&E) programs; or 10 years’ of experience with technical writing for DoD research, development, test and evaluation (RDT&E) programs
Assists in developing, writing, and editing material for: reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications. Concerned with work methods and procedures, installation, operation, and maintenance of machinery and other equipment. Observes production, developmental, and experimental activities to document operating procedures and details.
Interviews production and engineering personnel and reads journals, reports, and other material to become familiar with product technologies and production methods. Reviews manufacturer’s trade catalogs, drawings and other data relative to operation, maintenance, and service of equipment. Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology. Reviews published materials and recommends revisions or changes in scope, format, content, and methods of reproduction and binding.
Maintains records and files of work and revisions. Selects photographs, drawings, sketches, diagrams, and charts to illustrate material.
Assists in laying out material for publication. Arranges for typing, duplication and distribution of material.
Writes speeches, articles, and public or employee relations releases. Edits, standardizes, or makes changes to material prepared by other writers or plant personnel. Specializes in writing material regarding work methods and procedures.
Technical Writer II Shall possess a Bachelor's Degree in one (1) of the following disciplines: English, Journalism, Communications or other scientific discipline and three (3) years experience with technical writing for DoD research, development, test and evaluation (RDT&E) programs; or an Associate’s Degree in English, Journalism, Communications or other scientific discipline and five (5) years’ experience with technical writing for DoD research, development, test and evaluation (RDT&E) programs; or 10 years’ of experience with technical writing for DoD research, Reviews completed projects from others.
