About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) for a sole-source bridge contract under RFO Subpart 6.103.
The Department of War's Washington Headquarters Services, Acquisition Directorate, Enterprise Services and Innovation Division is awarding a sole-source, hybrid firm-fixed-price and cost-plus-fixed-fee bridge contract to Tecolote Research, Inc. for operation, maintenance, and enhancement of the Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) system. The contract base period runs from April 30, 2026, to August 31, 2026 (four months), with an optional extension under FAR clause 52.217-8 from September 1, 2026, to February 28, 2027. The requiring agency is the Office of the Security of War (OSW) Cost Assessment Program Evaluation (CAPE).
Tecolote Research, Inc. is determined to be the sole source capable of providing required services without service interruption. The contractor will provide personnel for system sustainment, continuous operation and maintenance of the EVAMOSC platform hosted in government-furnished cloud environments (AWS GovCloud and Air Force CloudOne), data ingestion and integration from multiple DoW business and financial systems, maintenance of government-specific business rules for Operating and Support cost estimating, system enhancement and user support, and security and compliance within a Secret-level operating environment. The justification emphasizes that any transition to an alternative contractor would require 60-90 days for staffing and knowledge transfer, resulting in complete system shutdown and data blackout. The government conducted market research through a Notice of Intent to Award a Sole Source published on SAM.gov from March 6-11, 2026, receiving three responses from The H-KORP Systems, On The Go Innovative Nation Consortium Inc., and DreamCatchers Consulting LLC. None were determined capable of meeting requirements without unacceptable service interruption or mission risk. Fair and reasonable pricing will be determined through cost analysis for CPFF contract line items per FAR 15.404-2 and price analysis for FFP items per FAR 15.404-1, utilizing comparison to Independent Government Cost Estimate, historical pricing data, and evaluation of proposed fees. The original acquisition was conducted on a competitive basis.

Data Ingestion and Integration: Ingestion, standardization, cleansing, and integration of data from multiple Department of War (DoW) business, logistics, and financial data systems.
Maintenance of Business Rules: Application and continuous refinement of the unique, government-specific business rules and logic required to map disparate data sources to the OSW-CAPE Operating and Support (O&S) cost estimating structure for major weapon systems.
System Enhancement and User Support: Providing analytical support to government users, troubleshooting data issues, and performing necessary software development to enhance system capability in response to evolving user needs and data sources.
Security and Compliance: Ensuring the system remains compliant with all DoW security protocols within its Secret-level operating environment.
The primary objective is to ensure the uninterrupted flow of accurate and authoritative O&S cost data to DoW leadership to fulfill the statutory mandate under FY26 NDAA, Section 1803.
4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C. § 3204 (a)(1) as implemented by RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED: This action is justified under the authority of RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Tecolote Research, Inc. is the only contractor that possesses the unique and highly specialized qualifications required to continue the mission-critical operation of the EVAMOSC system without service interruption.
Contractor’s Unique Qualifications: As the incumbent contractor responsible for the development, sustainment, and enhancement of the EVAMOSC system since its inception, Tecolote Research, Inc. possesses an unparalleled and non-transferable understanding of its intricate architecture and complex business rules. Their personnel have unique, hands-on knowledge of the data source interfaces, the specific data anomalies and correction methods, and the custom-built analytical tools within the platform. A new contractor lacks the institutional knowledge of EVAMOSC’s complexities and historical data challenges, which is critical for ensuring data integrity and system availability.
Infeasibility of Alternatives: Awarding a bridge contract to any other source(s) other than Tecolote Research, Inc. would necessitate a lengthy and high-risk transition period.
It is estimated that a new contractor would require a minimum of 60-90 days to hire appropriately cleared personnel, conduct knowledge transfer, and achieve the minimum operational proficiency needed to manage the EVAMOSC system. This would result in a complete shutdown of the system and a corresponding data blackout for the duration of the transition. Given the time remaining on the contract, a competition for this short-term bridge is not a viable option as it would fail to prevent the unacceptable gap in service.
Impact of Service Disruption: Failure to approve this sole-source action would result in severe and immediate injury to the Government’s mission across legal, financial, and operational domains. A lapse in service would create the following unacceptable consequences:
Failure to Meet a Statutory Mandate: A service gap would render OSW- CAPE unable to fulfill its statutory obligation under FY26 NDAA Section 1803, to track and report on weapon system operating costs, as the EVAMOSC system is the sole mechanism for this function. A lapse in service would place the Department in direct violation of federal law.
Compromise of Major Budgetary Decisions: The absence of EVAMOSC would force senior leaders to make critical resource allocation decisions for the President’s Budget, Program Objective Memorandums (POM), and other multi-billion-dollar acquisition programs without empirical evidence. This would undermine the data-driven principles of Executive Order 14222 and risk significant waste of taxpayer funds.
Degradation of National Security: A data blackout would directly impair the
Department’s ability to assess the health, readiness, and affordability of its weapon systems. The inability to forecast sustainment costs and identify fleet-wide readiness issues would negatively affect informed decision-making impacting the long-term lethality and availability of our forces.
Limited Scope of the Action: This sole-source bridge contract is strictly limited in scope and duration. It is not intended to be a long-term solution but is narrowly tailored to provide the minimum services necessary to ensure continuity and prevent the aforementioned serious injury to the Government.
The period of performance is limited to only the time required to award the planned competitive follow-on contract, which is already in development.
In conclusion, the impending expiration of the current contract, combined with the severe legal, financial, and operational injury the Government would suffer from a service gap, makes it imperative to ensure uninterrupted performance. Tecolote Research, Inc. is the only source capable of continuing the highly specialized services without a transition period.
6. EFFORTS TO OBTAIN COMPETITION: A "Notice of Intent to Award a Sole Source" was published to SAM.gov from March 6, 2026, to March 11, 2026. The Government received and evaluated three responses from interested parties. Upon review, it was determined that none of the respondents could provide the required services and prevent a mission-critical service gap without a cost-prohibitive and time-consuming transition period. Therefore, the responses did not change the Government's determination that only the incumbent, Tecolote Research, Inc., can satisfy the requirements for this short-term bridge action without introducing unacceptable risk and delay.
7. FAIR AND REASONABLE COST DETERMINATION: The Government will determine that the proposed costs and final negotiated price are fair and reasonable in accordance with FAR Subpart 15.4, Contract Pricing. The contractor will be required to submit other than certified cost or pricing data to support its proposal. The Government's evaluation will consist of both cost analysis and price analysis as appropriate for the different contract line items (CLINs):
For the Cost-Plus-Fixed-Fee (CPFF) CLINs, the Government will perform a cost analysis in accordance with FAR 15.404-2. This analysis will evaluate the reasonableness and necessity of individual cost elements, including proposed direct labor hours, labor rates, and indirect rates.
For the Firm-Fixed-Price (FFP) CLINs, the Government will perform a price analysis in accordance with FAR 15.404-1 to determine the overall price reasonableness. To support this comprehensive evaluation and the final determination of fair and reasonable pricing, the following techniques will be used:
- Comparison of the contractor's detailed proposal against the Independent Government Cost Estimate (IGCE).
- Analysis of historical pricing data from the predecessor contract for the same or similar services.
- Evaluation of the proposed fixed fee based on the risk and complexity of the work.
8. MARKET RESEARCH: Market research was conducted in accordance with FAR Part 10 and consisted of publishing a "Notice of Intent to Award a Sole Source" on the System for Award Management (SAM.gov). This notice was posted to identify and solicit capability statements from any sources believing they could satisfy the Government’s requirement without causing a service gap.
9. OTHER FACTS: N/A
10. INTERESTED SOURCES: In response to the market research notice posted on SAM.gov, the Government received interest from three vendors: The H-KORP Systems, On The Go Innovative Nation Consortium Inc., and DreamCatchers Consulting LLC.
Upon evaluation, it was determined that none could meet the requirement without causing an unacceptable service interruption. Two respondents lacked the specialized operating and support cost analytics expertise core to the EVAMOSC mission, with one explicitly stating their interest was for market research only. While the third respondent demonstrated technical understanding, their proposal could not mitigate the inherent and unacceptable mission risk and schedule delays associated with transitioning a non-incumbent contractor for this short-term bridge action. The results of this market research affirm the Government’s determination that only the incumbent can satisfy the immediate requirement.
11. ACTIONS TO INCREASE COMPETITION: Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?
