About this file
This document is a Sole Source Justification under Simplified Procedures for Certain Commercial Items for the Department of Defense. Washington Headquarters Services (WHS) and the Defense Prisoner of War/Missing in Action Accounting Agency (DPAA) propose to issue a sole-source contract to Chatham Bellevue RI LLC (Residence Inn by Marriott Seattle Bellevue/Downtown) for a Family Member Update (FMU) event in May 2025. The contract requires the hotel to provide meeting space, audio-visual support, and light refreshments for DPAA to conduct briefings and one-on-one meetings with families of missing personnel.
Comprehensive market research was conducted between March and April 2025, during which multiple hotels in the Bellevue, WA area were evaluated. Marriott Hotel Services was selected as the sole source because it was the only vendor capable of meeting the government's specific requirements, including room availability, meeting space, and technical capabilities within the required timeframe. The contract will be funded by Operation and Maintenance, Defense-Wide (O&M, DW) appropriation, and falls below the Simplified Acquisition Threshold, eliminating the need for a separate Justification and Approval (J&A).
