About this file

This document provides offer evaluation criteria and submission requirements for a federal contract opportunity for fish rearing support and training services at a U.S. Fish and Wildlife Service facility.

Submission Requirements and Deadlines: Offerors must submit three separate PDF documents—a completed and signed SF-1449 form, a bid schedule with vendor information and pricing for all Contract Line Item Numbers (CLINs), and a technical submission—via email to Tanner_Frank@ios.doi.gov by June 3 at 1:00 PM Central Time. An RFI deadline of May 24 at 11:59 PM precedes the quote deadline, and site visits may be available upon request if coordinated with the Technical Point of Contact before the RFI deadline.

Technical Evaluation and Award Criteria: The acquisition uses a Best Value Tradeoff methodology with price as the primary factor. After ranking quotes from lowest to highest price, the Government will evaluate required qualifications, technical approach, relevant experience, and key personnel qualifications. Technical acceptability is evaluated on a Pass/Fail basis, requiring offerors to demonstrate experience managing fish rearing, hatchery, aquaculture, or fisheries operations at a USFWS National Fish Hatchery or Fish Technology Center; ability to perform all tasks in the Performance Work Statement; ability to provide a qualified Hatchery Specialist with minimum five years of USFWS experience; capability to perform services at the Bouldin Island Fish Rearing Project site; and ability to meet the required period of performance and operational schedule. Failure to provide required technical information or meet all Pass/Fail criteria results in disqualification from further consideration.
