VETERIAN BPA EVALUATION CRITERIA
Award will be based on Best Value to the Government, which may not necessarily be the low bidder. Proposals will be evaluated based on the following technical evaluation factors, past performance, and price.
The contractor must have current registration in System for Awards Management (sam.gov).
The objective of these evaluation criteria is to assess the potential qualifications and capabilities of prospective bidders for this project. In addition to the bid values, these evaluations will be used to ascertain the ability of bidders to effectively and to efficiently complete the SOW with reliable results. The evaluation criteria are as follows:
A. TECHNICAL
(1) Experience: The evaluation shall measure the Offeror’s technical knowledge and ability to complete the project. Offerors shall demonstrate:
a. Horse Veterinarian Care Experience
b. Wild Horse Veterinarian Care Experience
c. Experience Handling Wild Horses
(2) Key Personnel: Provide resumes of key personnel that will be assigned to the project.
Resume shall demonstrate:
a. Wild Horse Experience
b. Wild Horse Treatment Experience
B. PAST PERFORMANCE
A minimum of 3 and a maximum of 5 past performance questionnaire reports and/or references displaying completion of work of a similar size and scale. Offerors will be evaluated on past or current contracts (including Federal, State, and local government and private) for efforts similar to the Government requirement. The offeror is also authorized to provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
C. PRICE
SELECTION CRITERIA
Selection will be based on best value to the government.
(1) Technical Evaluation factors are in descending order of importance.
(2) Evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
