Offerors must submit three required items: a detailed Technical Statement explaining their approach, techniques, procedures, and schedule; three references demonstrating similar project experience within the past three years and a minimum of one year of mechanical thinning services experience; and pricing utilizing the Value Bid Schedule. Questions must be submitted in writing to Lisa Hariper (lhariper@blm.gov) by January 28, 2026, at 5:00 p.m. EST, and completed quotes must be submitted electronically to the same contact by February 3, 2026, at 5:00 p.m. EST.

Contract award will be made to the offeror with the lowest evaluated price among proposals that meet acceptability standards for the two non-cost evaluation factors: Technical Approach and Past Experience. The Technical Approach factor rates proposals as either acceptable or unacceptable based on whether the submission meets RFQ requirements and demonstrates adequate understanding of the scope of work and equipment utilization. The Past Experience factor similarly receives an acceptable or unacceptable rating based on whether the offeror provides three qualifying references demonstrating at least one year of mechanical thinning experience in a similar environment. Price is evaluated for reasonableness but is not scored or rated; among technically acceptable proposals, the contract is awarded to the lowest-priced offeror.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factors of Technical Approach and Past Experience. Additionally, the Offeror must be deemed a responsible prospective contractor IAW

FAR 9.1.

This acquisition is being solicited as a total small business set-aside.

INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Technical Statement: Offerors are required to provide a detailed statement regarding their technical approach and capability to complete the requirements outlined in the scope of work. The Technical Statement shall explain how the work will be carried out in terms of the techniques, procedures, and schedule.

b. References: Submit three references for jobs completed within the last three years, which are similar in size and scope to LCNCA Mechanical Mesquite Thinning. Referenced projects must demonstrate the experience, capacity, and expertise to perform the required tasks within the period of performance. Offeror must have a minimum of 1 year of experience in mechanical thinning services.

c. Price: Offeror’s pricing quote shall be submitted utilizing the Value Bid Schedule (Attached in solicitation).

QUESTIONS: All questions shall be submitted in writing via email to Lisa Hariper at lhariper@blm.gov, no later than January 28, 2026, by 17:00pm EST.

QUOTES: All quotes shall be submitted electronically to Lisa Hariper at lhariper@blm.gov, no later than February 3, 2026, by 17:00pm EST.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

Technically Acceptable (LPTA), and will consider the following evaluation factors:

a. Factor 1 - Technical Approach: The Technical Approach Factor will either receive an acceptable or unacceptable rating defined below based on an overall evaluation of how well the Offeror’s submitted technical statement meets the requirements of the solicitation and indicates an adequate approach to and understanding of the scope of work and lists equipment they will use.

Acceptable Proposal meets the requirement of the RFQ and indicates an adequate approach to and understanding of the requirements outlined in the scope of work.

Unacceptable Proposal does not meet the requirement of the RFQ or indicates an inadequate approach to or understanding of the requirements outlined in the scope of work.

b. Factor 2 – Past Experience: The Past Experience Factor will either receive an acceptable or unacceptable rating defined below, based on whether or not the Offeror demonstrates they have the requisite experience required to complete this project.

Acceptable

Offeror provided three references for projects similar in size and scope, which demonstrates they have at least 1 year of experience performing mechanical thinning work in a similar environment.

Unacceptable

Offeror did not provide the required references for projects similar in size and scope, or the references provided do not demonstrate at least 1 year of experience performing mechanical thinning in a similar environment.

c. Factor 4 - Total Price: Price will not be scored or rated but will be evaluated for reasonableness in accordance with (IAW) FAR 15.404-1(b).
