Combined Synopsis Solicitation

Pursuant to Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of services to provide mechanical thinning of mesquite trees at the LCNCA Airstrip area in Pima County Arizona.

(i) This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

(ii) Solicitation Number 140L6426Q0001 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective January 17, 2025.

(iv) This solicitation is being issued as a 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code associated with this solicitation is 115310 – with a size standard of $34 million.

(v) See the attached Statement of Work (SOW) for detailed requirements. Pima County

Wage Determination 2015-5473 Revision 27 is hereby incorporated into this combined synopsis/solicitation.

(vi) Performance location and performance period are detailed in the attached SOW.

(vii) FAR Provision 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. Potential offerors shall read and comply with all terms and conditions. See Instructions to Offerors.

(viii) FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The basis of award will be Lowest Price Technically Acceptable (LPTA), and will consider the following evaluation factors:

a. Factor 1 – Past Experience

b. Factor 2 – Technical Approach & Equipment

c. Factor 3 - Price

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of Technical Approach.

Additionally, the Offeror must be deemed a responsible prospective contractor IAW FAR 9.1.

(ix) Offerors shall ensure that their Representations and Certifications are up to date in the System for Award Management (SAM) which can be accessed through https://www.sam.gov. Offerors shall ensure that this acquisition NAICS Code of 115310 is listed in FAR 52.212-3, Offeror Representations and Certifications – Commercial Items. Offerors that do not have access to SAM shall print the full FAR Provision 52.212-3 and complete the required entries and include with their quote.

(x) FAR Clause 52.212-5, Contract Terms and Conditions – Commercial Items applies to this acquisition. See this clause for additional FAR Clauses marked with “X” showing they are applicable to this acquisition (Attachment 2).

(xi) Additional FAR clauses and provisions that apply to this acquisition are provided in

Attachment 2. All FAR clauses will be incorporated into the successful offerors’ contract award. The provisions are incorporated into this solicitation but will not be incorporated into the successful offerors’ contract award.

(xii) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
