About this file

This document is an Instructions to Offerors file for a small business set-aside contract for herbicide treatment in the San Pedro National Conservation Area (SPNCA), specifically the Lucky Hills Allotment. The Bureau of Land Management Arizona Region is seeking a contractor to perform herbicide application services, with proposals to be submitted electronically to Lisa Hariper by September 19, 2025, at 5:00 PM EDT. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, considering three primary factors: Technical Approach, Past Experience, and Total Price.

Offerors must submit a detailed technical statement, three references for similar projects completed within the last three years, and a comprehensive pricing quote using the provided Value Bid Schedule. Contractors must demonstrate at least one year of experience in herbicide treatment services and will be evaluated on their technical approach and past experience, with ratings of either acceptable or unacceptable. The contract will be a Firm Fixed Price agreement, with the award going to the lowest-priced quote that meets the technical and experience requirements and is deemed a responsible prospective contractor under FAR 9.1 guidelines.
