About this file
This is an Evaluation Criteria document for a federal solicitation to replace and abandon a water well at Short Canyon in San Bernardino County, California. The Department of the Interior Bureau of Land Management California Region issued Solicitation Number 140L1226Q0012 with a deadline of May 22, 2026 at 5:00 PM PDT. Quotations must be submitted via email to michael_anson@ios.doi.gov. This is a small business set-aside under NAICS 221310 (Water Supply and Irrigation Systems).
Offerors must demonstrate their technical capabilities and past performance against two primary evaluation criteria. For technical approach, proposals must address: (a) evidence of a valid California C-57 Well Drilling License and documented experience with deep agricultural/livestock well drilling (200-500 ft depth) and legal well abandonment compliant with Kern County standards; (b) proposed drilling methodology including method type, borehole diameter, and casing/screen materials; (c) proposed abandonment methodology specifying sealing materials and placement methods such as tremie pipe installation and physical capping; and (d) approach for conducting Step-Drawdown and Constant Rate pump tests with equipment and data recording methods. For past performance, offerors must submit up to three contracts completed within the past five years involving similar scope such as agricultural/livestock water well drilling, well rehabilitation, or well abandonment/destruction. Each past performance reference must include project title and location, contract number, period of performance, total contract value, and client point of contact information (name, title, phone, email), as the government will contact references to verify performance.
