About this file
This is Amendment 0001 to a federal solicitation (140L1226Q0012) issued by the BLM CA-State Office Business Service Branch (CA944) in Sacramento, California, effective 04/22/2026. The amendment consists primarily of a Questions and Answers document addressing offeror inquiries regarding a well drilling and installation project.
The project involves drilling a new water well with an Independent Government Estimate of $80,300 and a firm fixed-price purchase order structure. The Period of Performance is 90 calendar days from Notice to Proceed, with an overall project timeline from 06/15/2026 to 06/14/2027. Key project specifications include: a target water yield of 2-4 GPM, solar-powered system (confirmed as the only viable option for the remote location), steel casing per ASTM A589 (unless drill method limitations apply), and compliance with NRCS CPS 642 standards. The site is located on a primitive dirt road approximately half a mile from pavement in an arid area subject to grazing allotments. Offerors must address protective measures against vandalism (including bollards and potential fencing for solar panels) in their technical proposals. Equipment and materials may remain onsite during performance. Water discharge during well development and pump testing may be released to adjacent ground surface subject to Kern County Environmental Health approval and specified conditions. All drilling fluids must be hauled off-site for disposal. Quotes should be submitted to michael_anson@ios.doi.gov and must comply with all attached solicitation requirements, contract clauses, specifications, and DBA wage determinations.

The purpose of amendment 0001 is to answer questions from offerors.
SUBMIT QUOTES TO: michael_anson@ios.doi.gov.
All responses to this notice must be In
Accordance With (IAW) the attached

Determination.
This will be a firm fixed purchase order.
Period of Performance (POP) is 90 calendar days from the Notice to Proceed.
1. What is the budget for this project? Is there an engineer's estimate?
Answer: The engineer estimate cannot be released per federal procurement standards. Our
Independent Government Estimate came in at
$80,300.
2. Are there any limitations to mobilization and/or demobilization?
Answer: The road is primitive (dirt road), but it is flat and has always been passable during wet conditions. The weather in the area is arid and dry but, in the event of extreme wet conditions, heavy equipment may have issues.
The distance to the site from the paved road is approximately half of a mile.
3. What are the liquidated damages?
Answer: I don't have information on the liquidated damages. To my understanding, the current well has been nonfunctional since the
1980's due to a mistake with chemicals used to test water quality that cemented the well closed.
4. Can equipment and materials be placed onsite for the duration of this project?
Answer: Yes, equipment and materials can remain

(C) onsite. The rancher will need to be able to pass to access his cattle, but the well pad should be large enough to accommodate. The site is open to public access. Equipment can be left onsite for the duration of the project. We may be able to lock the cable gate overnight with management's approval, which would limit some public access. The area is a part of a grazing allotment; however, the cattle are only onsite in the late winter to late spring. They tend to stay further into the allotment and should not be a concern.
5. What drilling methods are permissible?
Answer: The SOW didn't specify acceptable drilling methods
6. While we anticipate that all drilling fluids must be hauled off-site for disposal, could you clarify the protocols for handling discharge water generated during well development and pump testing?
Answer: Per NRCS CPS 642, Section X - Testing
(SOW Exhibit 1), water pumped during development and pump testing may be discharged to the ground surface adjacent to the well, provided it does not recirculate into a shallow unconfined aquifer, does not cause flooding or erosion, and is not prohibited by Kern County
Environmental Health. I'm not familiar enough with the specific site conditions to assess erosion risk - that determination needs to be made by the onsite COR and contractor at the time of work.
7. Beyond the 2-4 GPM flow rate, what are the requirements for the discharge location and the necessary operating pressure?
Answer: The SOW does not specify an operating pressure requirement. The performance target is
2-4 GPM yield; final pump sizing should be at
60-70% of tested aquifer capacity per NRCS CPS
642, Section X - Testing.

8. Could you confirm the system's intended power source? Should we proceed with the assumption of a solar-powered configuration?
Answer: Solar is confirmed and is the only viable option given the remote location and absence of grid utilities at the site.
9. Are there specific security requirements or protective measures mandated to harden the system against potential vandalism?
Answer: The SOW does not prescribe specific anti-vandalism standards beyond the required sanitary well seal. That said, standard BLM practice is to fence livestock wells - cattle will rub against casing and stress it. At minimum, bollards should be included. Ideally, the fence would also encompass the solar panel array to protect it. Offerors should include their recommended protective measures in the technical proposal.
10. Is a formal Engineer's Estimate available to assist with our budgetary alignment?
Answer: Cannot be released per federal procurement standards.
11. Could you specify the preferred casing material and specifications required for this installation?
Answer: No material preference. Steel per ASTM
A589 is typical for this application, but drill method can limit options. The licensed C-57 contractor's determination, in compliance with
ASTM F480 (if thermoplastic) and NRCS NEH Part
631 Chapter 32, governs. Kern County
Environmental Health has final approval authority.
