Questions must be submitted by July 21, 2026 at 3:00pm PDT, and quotes must be submitted electronically by July 28, 2026 at 3:00pm PDT to Lisa Hariper at lisa_hariper@ios.doi.gov. Evaluation will apply confidence ratings (High, Some, Low, or Neutral) across the four factors, with non-cost factors combined as approximately equal in weight to price, which will be evaluated for reasonableness in accordance with FAR 13.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items
This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 and 15.
A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)
FAR 9.1.
This acquisition is being solicited as a total small business set-aside.
INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.
Return the following items with your response:
a. Technical Statement: Offerors are required to demonstrate full understanding of the requirement. Include the following in your Technical Statement:
a. A schedule detailing project milestones. All work must be completed within 120 days of award date.
b. A thorough proposal that details the criteria for inspections and repairs of 24 trailers, including unit costs, inspection certification, and services. All necessary labor, equipment, and materials required to meet the requirements in accordance with the attached Statement of Work (SOW) are included.
c. Key Personnel
d. Quality Control.
e. List all repairs to be made, including equipment to be removed or added as needed.
f. Warranty details.
b. Past Performance/Experience -References: Submit three references for jobs for similar services completed within the last three years. Include type of service, approximate date, and point of contact information.
c. Price: Quote should include I-plate number, serial number, total price, rate and quantity of labor hours, and cost of parts.
QUESTIONS: All questions shall be submitted in writing via email to Lisa Hariper at lisa_hariper@ios.doi.gov by 3:00pm PDT on July 21, 2026.

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 12 and 15 and consider the following factors: Technical Approach, Past Experience, Past Performance, and Price.
The Government will make a comparative best-value determination, in which all non-cost evaluation factors, when combined, are approximately equal to price.
a. Factor 1 - Technical Approach: The Technical Approach Factor will receive a confidence rating, defined below, based on information submitted in the Technical Statement.

RATING DESCRIPTION
High Confidence The Government has high confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with little or no need for Government intervention.
Some Confidence The Government has some confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with some Government intervention.
Low Confidence The Government has low confidence in the Offeror’s technical approach, and their ability to execute the contract successfully even with Government intervention.
b. Factor 2 – Past Experience: The Past Experience Factor will receive a confidence rating, defined below, based on the Offeror’s demonstrated ability to provide the requisite experience to successfully complete the project.

High Confidence The Government has high confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.
Some Confidence The Government has some confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.
Low Confidence The Government has low confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.
c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (e.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance projects deemed not relevant will not be considered. Projects deemed not current (greater than three years) will be disregarded. Offeror’s who lack recent or relevant past performance will be assigned an Neutral Confidence rating.

High Confidence Based on the offeror’s performance record, the Government has high confidence that the offeror will successfully perform the required effort.
Some Confidence Based on the offeror’s performance record, the Government has an Some confidence that the offeror will successfully perform the required effort.
Low Confidence Based on the offeror’s performance record, the Government has low confidence that the offeror will be able to successfully perform the required effort.
Neutral Confidence No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.
d. Factor 4 - Total Price: Price will not be scored or rated but will be evaluated for reasonableness in
IAW FAR 13.
