All occupations receive health and welfare benefits of $5.55 per hour (up to 40 hours weekly, $222 weekly, or $962 monthly), vacation accrual beginning at 2 weeks after 1 year of service, and a minimum of 11 paid holidays annually. Several occupations have footnoted restrictions, including computer employees exempt from the determination if meeting specific compensation thresholds, and weather observers receiving night pay and Sunday premium differentials. Hazardous pay differentials of 8% and 4% apply to designated positions. Uniform allowances of $3.35 per week or $0.67 daily are required where applicable, and conformance procedures using SF-1444 forms are outlined for unlisted classifications.
The second determination (Wage Determination No. 2015-4417, Revision 30) covers North Carolina counties of Alleghany, Ashe, Avery, Cherokee, Clay, Graham, Jackson, Macon, McDowell, Mitchell, Polk, Swain, Transylvania, Watauga, and Yancey with comparable occupational listings and benefit structures. Wage rates vary slightly from the Haywood determination, ranging from $11.81 (Assembler) to $47.10 (Air Traffic Control Specialist, Center HFO). Both determinations incorporate Executive Order 13706 paid sick leave requirements and Executive Order 13658 minimum wage thresholds. Identical footnotes address computer professional exemptions, air traffic controller and weather observer special pay provisions, hazardous pay differentials, uniform allowances, and Service Contract Act Directory of Occupations references for job duty definitions.
