Provide Septic Tank-Vault Toilet Pumping Service Great Smoky Mountain National Park Performance Work Statement (PWS)

1.Scope

1.1. Required Services. Great Smoky Mountains National Park located in Tennessee and North Carolina requires septic tank pumping, vault toilet pumping, cleaning and refilling throughout the National Park and legal removal and disposal of sewage per task. The service shall include septic tank pumping and vault toilet pumping, cleaning and refilling each unit to include removal of all liquid and solids. Disposal must be at a legal and approved location outside of the park. Contractor shall include the cost of legal disposal in the quoted unit prices. Septic Tank and Vault Toilet locations, capacity, and frequency of service are indicated in the Tables 1 and 2. They are provided for estimating purposes only.

1.2. Contractor Responsibilities:

1.2.1. The contractor shall thoroughly mix and pump to remove all solid contents in each septic tank listed. The contractor shall thoroughly mix and pump to remove all contents, inspect and clean each vault toilet listed. The contractor shall transport pumped material to a licensed and approved disposal location. Proof of disposal is required prior to payment. The contractor is responsible for ensuring that each site, as related to the pumping, is operational, clean and fit for public use prior to departure.

1.2.2. The septic tank and vault toilets listed in Tables 1 and 2 are to be pumped and cleaned upon request by the Contracting Officer Representative (COR) via phone or email. Tables 1 and 2 provide the capacity and the approximate frequency for pumping for each septic tank and vault toilet throughout the period of performance. The contractor shall be responsible to pump and clean the each septic tank within seven (7) business days and each vault within three (3) business days from the initial request.

1.2.3. No utilities are available at the sites. Local sewage treatment facilities have limited capacity to accept sewerage from outside sources. The contractor shall confirm availability with local facilities prior to disposal.

1.2.4. Payment shall be made only for quantities pumped at the quoted price per gallon. To receive payment of services the contractor shall submit with their invoice copies of valid disposal ticket(s) from an approved facility to the Contracting Officer representative (COR).

1.3. Scheduling Site Visit and Services:

1.3.1. After an award is made and before the contractor will be allowed to work, the park shall provide a park escort to conduct a site visit tour and identify each septic tank and vault toilet location.

The contractor will be contacted by Contracting Officer with the escort’s name and phone number and suggested site visit dates.

1.3.2. The contractor shall complete on-site work during normal business hours of 6:00 am to 4:30 pm, Monday through Friday, excluding Federal holidays. The contractor should notify Contracting Officer Representative (COR) of alternate holiday schedule pickup date. The contractor shall coordinate specific onsite work schedule with the Contracting Officer and Contracting Officer Representative (COR) five days prior to performance start date. While on site, the Contracting Officer Representative (COR) may be reached by mobile phone during normal business hours. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and Contracting Officer representative (COR).

1.4. Period of Performance: Service is required at the frequency and locations identified in attached tables 1 and 2 from July 1, 2026 until December 30, 2026.

1.5. Periods are as follows – Contractor shall work Contracting Officer Representative (COR) to Schedule Tasks.

2.Task

2.1. Quote Item #1 – Pumping Septic Tanks and Pumping, Cleaning and Refilling Vault Toilets

2.1.1. Identified in Table 1 are the septic tanks and Table 2 are vault toilets that require pumping, removal of their liquid and solid waste content and refilling. These sites are marked and identified on a park map provided showing locations of septic tank/vault toilet locations. The contractor shall provide all labor and equipment necessary to pump and dispose of sewerage from the septic tanks listed in Table 1, and vault toilets listed in Table 2. The septic tanks listed in Table 1 shall be pumped upon request by the Contracting Officer Representative (COR) via phone or email, and vault toilets listed in Table 2 are to be pumped, cleaned and refilled per frequency specified in table 2 or upon request by Contracting Officer (COR) via phone or email. The contractor shall be responsible to pump, clean and refill as indicated above within three (3) business days from the initial request.

Septic Tanks and Vault Toilets are accessed at the surface and shall not require digging to access them.

2.1.2. Payment shall be made upon completion of septic/vault pumping, cleaning, and refilling of the vault. The contractor shall invoice the park for the completed task along with copies of valid disposal ticket(s) that include gallons of waste from an approved facility.

3.Administrative Requirements

3.1. Government Furnished Property: The government shall not furnish any equipment or property in support of this contract.

3.2. Security: The contractor shall not be subject to security clearances. During initial site visits to all the tanks listed in Tables 1 & 2, the contractor shall be accompanied by a park escort to identify the exact location of the tanks and tank access points.

4.Safety & Environmental Compliance

4.1. The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.

4.2. The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

4.3. The contractor shall immediately report to the Contracting Officer, Contracting Officer representative (COR) and GRSM Safety Officer all accidents resulting in employee injury, death, damage to property or spills while performing this contract.

5.Insurance

5.1. The Contractor shall be insured in accordance with State of Tennessee and North Carolina insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government shall not accept any liability due to contractor employee negligence.

5.2. Workers Compensation: The contractor shall comply with the Worker Compensation Laws of the States of Tennessee and North Carolina.

5.3. Liability: The Contractor shall maintain a level of insurance that shall protect the contractor and the Government from any claims because of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer not later than 10 days from award date.

6.Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver’s license. Driver and vehicle permit, licenses, registrations and proof of insurance shall be always maintained in the vehicle and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be always worn. Contractor employees shall adhere to the posted speed limits.

7.Replacement of Contractor Employee for Security Reasons. The Government retains the right to request removal of the contractor’s employee(s), regardless of prior clearances.

8.Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as maybe explicitly authorized in the contract, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

9.Conflict of Interest. The contractor shall not employ off-duty COTR’s or other Government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives.

10.Quality Assurance. The COTR shall monitor the contractor’s performance under this contract using the quality assurance procedures specified.

10.1. Random inspection of the contractor’s work

10.3. Progress meetings with the contractor as warranted

11.Inspection. The Government shall conduct inspection upon completion of required services. Final payment shall be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected.
