About this file

This is a Brand Name Justification document from the Naval Surface Warfare Center Carderock Division (NSWCCD) justifying the sole source procurement of load cell transducers from FUTEK. The document outlines that FUTEK is the only manufacturer capable of designing, developing, and delivering the required load cells within the necessary 12-14 week timeframe to support a Test Series planned for early 2025.

The justification cites FUTEK's proven track record of providing highly accurate transducers that meet Code 663's UNDEX Shock testing qualification requirements. Market research including competitors Strainsert Company, Load Cell Central, and Ty Tek Industries confirmed FUTEK's unique capability. The document emphasizes that FUTEK transducers must be used for comparison with prior test results, and any delay would incur costs of $10,000 per day. The procurement is specifically for a donut-style 50K load cell washer with 1.5" ID design and development under solicitation number N0016725Q0052.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective November 2023

Code 663 has previously purchased transducers from FUTEK. FUTEK’s transducers have proven historically to be highly accurate providing the fleet with precise and valid measurements/data. FUTEK is a unique entity that that is able to fulfill both quality and time requirements while also designing, developing and delivering the unique transducer necessary to meet Code 663’s requirements.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Other Reasons:

FUTEK is able to deliver these items within time frame 12 to 14 weeks from the time of order. In my market research for different entities, it was found that no other manufacturer is able to design, develop and deliver the load cells within 12 to 14 weeks of the order placement. Load cells are needed to support a Test Series in the early 2025 window. Any delay in receiving these items will incur daily cost of $10,000 per day.

FUTEK load cells will have to be used for comparison and correlation purposes with prior test results.

Furthermore, FUTEK transducers need to be used in order to compare similar data from previous test results using FUTEK transducers., In our market research that included Strainsert Company, Load Cell Central and Ty Tek Industries, FUTEK has been proven to withstand Code 663’s UNDEX Shock testing qualification requirements.
