About this file
This Statement of Work (SOW) details the requirements for milling, resurfacing, and restriping the West Parking Lot at the U.S. Geological Survey's Upper Midwest Environmental Sciences Center in La Crosse, Wisconsin. The project scope includes removing and replacing asphalt for the approximately 37,000 square foot parking lot, with specific requirements for surface milling (1-2 inches deep), tack coating, and resurfacing according to Wisconsin Asphalt Pavement Association and Department of Transportation guidelines. The contractor must restripe the lot using OSHA-approved yellow traffic paint, maintaining the existing layout including handicapped stalls.
Key performance requirements include working outside normal facility hours, coordinating with the USGS Technical Liaison to avoid disrupting research equipment, and providing a project plan with proposed schedule and materials. The contractor must carry a minimum of $100,000 liability insurance, be responsible for debris removal, and warranty workmanship for 12 months. Selection criteria prioritize past experience with similar commercial parking lot projects, personnel qualifications, and project planning, with contractors evaluated on a best-value basis using technical and past performance factors in addition to price.
