About this file

This document is a Determination to Solicit from a Single Source for the U.S. Department of the Interior, Bureau of Reclamation's California Great Basin (CGB) Regional Office. The solicitation is for pre-paid postage funding for a Pitney Bowes account meter (Account 50965797, Meter #8037973), with a performance period from December 1, 2025 to November 30, 2029, consisting of one 24-month base period and one 24-month option period.

The sole source justification is based on the existing contract/lease agreement with Pitney Bowes for postage meter equipment, which requires that pre-paid United States Postal Service (USPS) postage be processed through Pitney Bowes. The agency determined the pricing is fair and reasonable since postage rates are set by USPS. The existing meter is owned by Pitney Bowes, and no other contractor can add funds to this specific meter. The procurement is deemed mission-essential and supports the CGB region's mail operations.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, California Great Basin (CGB) Regional Office, Acquisition Services, CGB-3800

2. Name and Address of Single Source.

The Pitney Bowes Bank, Inc.

3. Description of Supplies/Services and Estimated Cost.

The California Great Basin Regional Office has a requirement to solely fund a Pitney Bowes account meter designated for pre-paid postage. This requirement is for pre-paid postage for Account 50965797, Meter #8037973. The period of performance shall be for one (1) 24-month base period and one (1) 24-month option period from December 1, 2025 – November 30, 2029.

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(i), Federal agencies are required to use the commercial payment process to obtain postage and process the purchase through the centralized processing system (CAPS). CGB has an existing contract/lease agreement with Pitney Bowes for postage meter equipment, therefore applying pre-paid United States Postal Service (USPS) postage to that meter must be through Pitney Bowes.

5. Determination of Fair and Reasonable Price.

Postage rates are set and mandated by the USPS; therefore, it is determined that the rates are fair and reasonable in accordance with FAR 13.106-3(a).

6. Description of Market Research.
