5. ADDENDUM FAR 52.212-2 (EVALUATION)
1. BASIS OF AWARD:
The Government will select the best value by conducting a tradeoff among all of the evaluation factors.
Technical factors and past performance when combined are more important than price. A single Firm-Fixed Price Task Order will be awarded to the Offeror who is deemed responsible in accordance with FAR Part 9, as supplemented, whose quotation conforms to the solicitation’s requirements, (to include all stated terms, conditions, representations, certifications, and all other information required by the FAR 52.212-1 Addendum of this solicitation) and is judged, based on the evaluation factors to be the best value for the Government.
CPARS and FAPIIS searches will be conducted to determine if the selected awardee is a responsible Offeror.
2. EVALUATION FACTORS:
The Government reserves the right to incorporate any part of the awardee’s quotation, in part or whole, into the contract. If the Government elects to exercise this right, the Government will address with the awardee whether or not that aspect of the quotation needs to be protected due to being proprietary or a trade secret.
Evaluation Factors
Factor 1: Technical Capability (Technical and Management Approach) Factor 2: Past Performance Factor 3: Price
6 | P a g e
FACTOR 1 - TECHNICAL AND MANAGEMENT CAPABILITY - (VOLUME I)
The Government will assess its level of confidence that the Offeror shall successfully perform the solicitation requirements based on the Technical Capability information submitted in the Offeror’s quotation.
The Government will evaluate the overall quality, reasonableness and comprehensive understanding of the Offeror’s technical and management approaches as to whether it includes a detailed narrative that clearly outlines the methodology for accomplishing the requirements of the PWS.
Technical Approach:
The Offeror shall be evaluated to determine whether it demonstrates a substantive understanding of the scope, complexity and requirements associated with the objectives described in the Performance Work Statement (PWS). The Government will evaluate the Offeror’s quote to determine whether the Offeror’s approach demonstrates a clear understanding of, and a clear plan to achieve all objectives outlined in the Performance Work Statement (PWS).
Management Approach:
The Offeror shall be evaluated to determine whether the Management Plan provides a clear chain of responsibility, quality control plan, cost control method, contract administration, and adequate, qualified staff resources. The Government will evaluate the Management Plan document submitted and the labor categories proposed.
The Offeror shall be rated in the technical capability in accordance with the following:
1. Technical Approach and Management Approach
Rating Definition Highly Acceptable (HA)
The Offeror’s response to the requirements is highly acceptable and responds to the full range of requirements and skill sets are excellent. The Offeror has demonstrated that its approach, when implemented, would benefit the Government. The Offeror’s response gives the Government a strong degree of confidence that requirements can be met in a timely and cost-effective manner.
Acceptable (A) Based on the Offeror’s recent/relevant/quality performance record, the Government has a reasonable expectation that the Offeror shall successfully perform the required effort.
Unacceptable (U) Based on the Offeror’s recent/relevant/quality performance record, the Government does not have a reasonable expectation that the Offeror shall successfully perform the required effort.
FACTOR 2 – PAST PERFORMANCE – VOLUME II
The Government will review the Offeror’s submitted Past Performance information for work that was performed within the last three years or is ongoing for relevancy to this requirement based on similar size/scope and complexity.
7 | P a g e
The Offeror shall be rated in Past Performance on the probability of meeting the solicitation requirements based on the Offeror’s demonstrated record of recent and relevant quality work performance in meeting contract requirements. Based on an integrated assessment of recent, relevancy and quality of work, the Government will assign an overall Past Performance rating as follows:
FACTOR 3 – PRICE - VOLUME III
The Offeror’s price proposal shall be evaluated to determine if the firm-fixed price proposed for each labor category is fair and reasonable for the base and all options periods. The Government may use various price analysis techniques and procedures to determine fair and reasonableness as follows:
o Comparison of proposed prices received in response to the solicitation.
o Comparison of previously proposed prices and contract prices with current proposed prices for the same or similar end items or services, if both the validity of the comparison and the reasonableness of the previous prices can be established.
o Comparison of proposed prices with the Independent Government Cost Estimate (IGCE).
o Comparison of proposed prices with prices obtained through Market Research for the same or similar items or services.
Options. The Government will evaluate Offerors for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a Offeror is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Factors 1 and 2 are more important than Factor 3.
6. POST AWARD CONFERENCE
Within two weeks after contract award, the Contractor shall contact the Contract Specialist to discuss the agenda and key personnel to attend the post-award orientation meeting. Within two weeks of the award of this contract, the Contractor shall meet with FNS staff. Unacceptable (U) Based on the Offeror’s recent/relevant/quality performance record, the Government does not have a reasonable expectation that the Offeror shall successfully perform the required effort.
Neutral (N) No recent/relevant/quality performance record is available, or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reassigned.
