About this file
This is a Brand Name Justification document from the USDA's Office of Procurement and Property Management for the purchase of Rhapsody Health software licensing and support/maintenance. The justification supports the acquisition of Rhapsody Integration Engine software for the USDA's Digital Infrastructure Services Center (DISC) on behalf of the Office of the Chief Financial Officer's RPA Project.
The document explains that Rhapsody is specifically required because it provides essential Health Level 7 (HL7) data standards and messaging functionality critical for Veterinary Services (VS) and the National Animal Health Laboratory Network (NAHLN) to report real-time lab result data for animal disease diagnostic and surveillance activities, including highly pathogenic avian influenza (HPAI) response. While the procurement will be issued as a small business set-aside via SAM.gov with competition expected among resellers, the justification states that other products do not offer the same level of HL7 integration, features, and functionality needed. The government will continue market research for future acquisitions to identify any new capabilities or technological advancements that could meet their requirements.
