About this file
This document is a Justification for Other Than Full and Open Competition for the United States Park Police (USPP), seeking to procure an IDEMIA LiveScan Tenprint/Palmprint System. The sole source requirement is to replace an existing system at the Central District Station in Washington, DC, which is experiencing repeated hardware and firmware failures. The procurement includes one IDEMIA LiveScan Tenprint/Palmprint System, one color printer with duplexer, and annual maintenance for both, with an estimated total value of $31,664.00.
The system is critical for law enforcement operations, used to capture biometric data including fingerprints, palm prints, and facial images. It must interface with the Washington, D.C. Metropolitan Police Department's Automated Fingerprint Identification System (AFIS) and comply with FBI standards. Market research confirmed no small businesses can provide this specific brand-name system. The USPP will be restricted to this IDEMIA system until alternative compatible products become available, as the current system is essential for processing arrests and maintaining compliance with departmental procedures.

This Justification and Approval follows the format at FAR 6.303-2.
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Department of the Interior, National Park Service, National Contracting Operations, United States Park Police (USPP)
2. DESCRIPTION OF THE SUPPLIES/SERVCICES REQUIRED
This is a Sole Source requirement to replace an existing IDEMIA LiveScan Tenprint/Palmprint Cabinet System located in the USPP’s Central District Station (D1), Washington, DC. The current IDEMIA LiveScan System is at the limits of its hardware and firmware capabilities and is experiencing repeated failures. The current IDEMIA LiveScan System is barely functioning despite constant service. A replacement IDEMIA LiveScan System is critical to maintain USPP’s law enforcement operations as it is used to process suspects that have been arrested by the USPP.
3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (INCLUDING ESTIMATED VALUE)
The items in the table found at item 2 are required to support the law enforcement mission requirements of the officers of the USPP. The IDEMIA LiveScan System is used to capture biometric data for law enforcement purposes. The IDEMIA LiveScan system supports multi-modal biometric data capture and enrollment including fingerprints, palm prints, and facial images. The IDEMIA LiveScan System interfaces with numerous law enforcement databases through specific software such as the FBI’s Integrated Automated Fingerprint Identification System (IAFIS) which houses the largest collection of digital representations of fingerprint images and criminal history information in the world. The color printer with duplexer must be compatible with the IDEMIA LiveScan System. Annual maintenance is
ITEM DESCRIPTION
1 Idemia LiveScan Tenprint/Palmprint System, QTY 1 2 Color Printer with Duplexer, QTY 1 3 Annual Maintenance for the Idemia LiveScan System, QTY 1 4 Annual Maintenance for the Color Printer, QTY 1 being purchased for both the IDEMIA LiveScan System and the color printer to ensure the effectiveness, efficiency, and longevity of this new mission critical law enforcement equipment.
The estimated value for this requirement is $31,664.00.
4. AN IDENTIFICATION OF THE STATATORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
FAR 6.302-1 Only one responsible source and no other supplies will satisfy agency requirements.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED.
The IDEMIA LiveScan Tenprint/Palmprint Cabinet System utilizes the Automated Fingerprint Identification System (AFIS) interface and contains all of the standard criminal and civil workflows and profiles which are necessary for the interface and compatibility with the Washington, D.C. Metropolitan Police Department (MPD). This system is in full compliance with the MPD’s Automated Fingerprint Identification System (AFIS) interface, FBI Integrated Automated Fingerprint Identification System (IAFIS) / Next Generation Identification (NGI) Electronic Biometric Transmission Specifications (EBTS), and American National Standards Institute (ANSI) / National Institute of Standards and Technology (NIST) image standards. The FBI IAFIS houses the largest collection of digital representations of fingerprint images and criminal history information in the world. IDEMIA is a single source vendor for all components of the LiveScan System, including the MPD AFIS interface.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A
NOTICE WAS OR WILL BE PUBLICIZED AS REQUIRED BY SUBPART 5.2 AND, IF NOT,
WHICH EXCEPTION UNDER 5.202 APPLIES
This requirement will be publicized IAW FAR 5.2 – Synopses of Proposed Contract Actions IAW FAR 5.101(a)(1) by posting a notice of the solicitation to sam.gov. This notice will include a statement that all responsible sources may submit a response and will include a copy of this Justification for Other than Full and Open Competition.
7. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED
COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The anticipated cost to the Government will be fair and reasonable as this is a commercial acquisition for products which are not limited to Government use. The notice of intent will be posted to the Government Point of Entry found at https://www.sam.gov with this justification and will include a statement that all responsible sources may submit a response.
8. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS.
Market research was conducted by utilizing the SBA’s market insights research tool, which demonstrated zero small businesses in the market available to provide palmprint systems.
Additional market research was conducted by utilizing the tableau for Indian Economic Enterprise and Indian Small Business Economic Enterprise, research of required sources IAW FAR 8.002 and AP&P 1443.08-01.
The results of the market research indicate that there are zero capable and willing small businesses who can provide the brand-name required palmprint system.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION
This system is required to be in full compliance with the Washington, D.C. Metropolitan Police Department (MPD) Automated Fingerprint Identification System (AFIS) interface, FBI IAFIS/NGI EBTS, and ANSI/NIST image standards. This system is required for public and detainee safety. The ability to process arrests by conducting fingerprint/palmprint scans and using the IDEMIA LiveScan System reduces the detention time of an arrestee. Prolonged detention of an arrestee increases the likelihood for medical attention and in some cases, hospital cases, as many arrestees have substance abuse issues or preexisting medical conditions. The inability to process fingerprint/palmprint scans in full compliance with the Washington, D.C. Metropolitan Police Department (MPD) Automated Fingerprint Identification System (AFIS) interface, FBI IAFIS/NGI EBTS and ANSI/NIST image standards opens the USPP to liability as it violates the core criteria of USPP’s arrest procedure policy.
10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AND
INTEREST IN THE ACQUISITION.
None
11. A STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR
OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.
Until there are other products on the market that the Washington, D.C. Metropolitan Police Department (MPD) indicates are compatible with their system, the USPP is restricted to the IDEMIA LiveScan Tenprint/Palmprint System and printer.
12. CERTIFICATIONS
I certify that any supporting data that is the responsibility of the technical or requirements personnel which form a basis for the justification have been certified as complete and accurate.
PROGRAM ANALYST / USPP REPRESENTATIVE
I certify that the justification is accurate and complete to the best of my knowledge and belief.
