About this file

This document is a Pre-Solicitation Notice for a federal contract opportunity to replace the primary water system for the maintenance and housing area at Organ Pipe Cactus National Monument.

The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC) is soliciting proposals as a total small business set-aside to replace approximately 5,500 linear feet of aging asbestos-cement (AC) water distribution piping and two deteriorated water storage tanks. The existing system frequently fails due to brittle rubber gasketed joints, leading to leakage and draining of the 100,000-gallon water storage tank.

The estimated price range for this 390-calendar day project is $10 million or more. The proposed solicitation issue date is on or about August 16, 2024. This is currently an unfunded requirement, but the agency expects funds to be available when a contract is awarded. The NAICS code for this requirement is 237110 with a $45 million size standard. A pre-proposal meeting may be scheduled, with details provided in the solicitation or a forthcoming amendment.

Description:

Project Location: Organ Pipe Cactus National Monument – Replace Primary Water System at Maintenance and Housing Area.

Description of Project: Water Distribution Systems Improvements: The existing system was constructed using asbestos-cement (AC) pipe. Some sections of the pipe have been replaced over the years since, but approximately 5500 linear feet of this pipe remains in service. The AC pipe frequently fails as rubber gasketed joints become brittle leading to points of leakage. Failure of these joints have drained the Park’s 100,000-gallon water storage tank. The two water storage tanks have also exceeded their life expectancy and have deteriorated due to the mineral content of the water.

Estimated Price Range: $10M or more

Estimated Period of Performance: 390 calendar days

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents

A pre-proposal meeting may be posted and date/location will be noted in the solicitation or a forthcoming amendment.
