Description:
This is a request for SF 330 submissions. The U.S. Fish and Wildlife Service (USFWS) is seeking qualification statements from Architect-Engineering firms for scoping and planning of trail repairs along the Sweetwater River Trail in San Diego County. The place of performance is accessed from the Sweetwater Trail parking lot at the intersection of Campo Road (SR 94) and Millar Ranch Road in the unincorporated community of Spring Valley in San Diego County.

Contract Structure:
The U.S. Fish and Wildlife Service (USFWS) intends to award one firm-fixed price contract for Architect- Engineering Services.
Required Registration:
To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Failure to register in SAM may render a firm ineligible for award. SAM registration is free of charge and can be completed at www.sam.gov.
In accordance with FAR 36.601-4(b), the Firm must be a registered/licensed engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the profession of engineering (e.g. state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms). As part of SF 330 Section E. Resumes of Key Personnel Proposed for Team, Firms are asked to include Current Professional Registration Number(s), Registered Discipline(s), and State of Registration(s) for individuals. Failure to submit the required proof may result in exclusion of a firm from consideration.

Firms must complete an SF 330 package in accordance with the following:

• SF 330 form.
o Note that attachments may be prepared using MS Word or PDF
• The SF330 form must be 11 point legible font or larger.
• Submissions shall not exceed 25 typed single-sided 8.5 by 11 inch pages.
o The page limit DOES NOT include licenses or cover sheets, provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm.
o Submission shall be numbered sequentially.
o Resumes shall be limited to 1 page per team member o Example projects shall be limited to 1 page per project
EVALUATION
Submissions received in response to this notice will be evaluated by a board in accordance with FAR Subpart 36.6 and PL 95-582 (The Brooks Act). Evaluation will be conducted in order to determine the most highly qualified firms to perform the required services in accordance with the evaluation factors. Failure to comply with instruction or provide complete information may affect the outcome of the firm’s evaluation or possibly disqualify the firm from further consideration.
EVALUATION FACTORS
The A/E firm must demonstrate qualifications and the qualifications of each key team member with respect to the following criteria:
FACTOR 1: Professional Qualifications: SF 330, Part I, Section C and E
Firms will be evaluated on Professional qualifications, competence, educational background, training, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Note that a professional engineering license, registration, or certification is required in the state where the firm will do work. Firms shall provide a registration number and State of California registration in resume or type of certification as applicable. Indicate if licensure can be achieved by reciprocity for states where the firm’s key personnel are currently registered.
Submission Requirements
Complete SF 330 Part I, Section E, for each key person who will participate in this contract with registration/licensing in the State of California and provide resumes for each. Any key subcontractors shall provide resume(s) as well. The prime contractor shall utilize the same subcontractors for the duration of the contract unless the Contracting Officer approves a substitution.
Resumes are limited to one page each and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past five (5) years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF330, Part I, Section G.
Substitutions of Key Personnel after award must be approved by the Contracting Officer.
FACTOR 2: Specialized Experience/Technical Competence: SF 330, Part I, Section F
On the SF 330 Part I, Section F, submit a narrative describing the A/E firm’s most relevant experience. Firms will be evaluated on the strength of submitted specialized experience narratives; the narratives shall address the following areas:
1. Specialized experience of the proposed team in the assessment of concerns regarding unpaved trail conditions, the development of trail repair strategies, plans and specifications; design of accessible, unpaved trails (reference the Accessibility Standards for Federal Outdoor Developed Areas); design of short span trail bridges.
2. Specialized experience in schematic design level cost estimating and topographical surveying for successful completion of the work as described in the Statement of Work (SOW), including options.
Submission Requirements:
1. Provide a minimum of two (2) projects completed within the past five (5) years that best illustrate specialized experience of the proposed team in trail design, trail restoration design, and trail bridge design. Indicate number of years of experience with these project types.
2. All projects provided in the SF 330 must be completed by the actual office/branch/regional office/individual team member proposed to manage work under this contract.
3. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award.
Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
4. To enable verification, firms should include the DUNS/SAM UEI number along with each firm name in the SF330 Part I, Section F, block 25, “Firm Name”. Include a contract number or project identification number along with the title and location in block 21. Include an e-mail address along with phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above.
5. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole.
FACTOR 3: Capacity and Contract Management: SF 330, Part I, Section H (Organizational Chart- Section D)
Firms will be evaluated on the ability to plan for and manage work under this contract, the capacity to accomplish the work in the required time.
Submission Requirements
1. Provide a narrative to describe the team’s ability to provide timely response to requests for on-site support and how conflicts in capacity are handled. Include a description of the firm’s present workload. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably.
2. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate, and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.
FACTOR 4: Past Performance: SF 330, Part I, Section H
Firms will be evaluated on past performance based on information contained within the SF 330 package to include example projects submitted in Section F. Special emphasis will be placed on:
• Quality and accuracy of work
• Compliance with performance schedules and contract requirements
• Cost control and efficient use of resources
• Stakeholder/customer satisfaction
• Business relations including effective management, reasonable and cooperative relationship with program and management personnel to include mission or contract changes and an overall concern for the customer’s interest
• Timeliness of performance and adherence to contract schedules
• Response to technical direction and contract administration
In addition, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of firm team members (partnership, Joint Venture, or parent company’s subsidiary or affiliate), inquiries of owner representative(s), and any other known sources not provided by the firm. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm. A firm without a record of relevant past performance or for whom information on past performance is not available shall not be evaluated favorably or unfavorably on past performance.
Submission Requirements:
For the projects listed under Specialized Experience/Technical Competence, Firms must include the name of the primary point of contact, phone number, and email address. Firms may provide any supplemental information on problems encountered and the corrective actions taken on projects submitted under in SF 330, Part I, Section F.
Firms may also address any adverse past performance issues. Firms can also submit recognition documents received in the last five years, such as awards from clients, customers or professional organizations received within the last five (5) years. Firms may submit information on any innovative ideas and/or material uses from past projects.
FACTOR 5 Location in the General Geographical Area of the Project and Knowledge of the Locality (Section H)
Firms will be evaluated on demonstrated knowledge of the general geographic areas in which the firm is proposing to work.
Submission Requirements:
1. Provide a narrative describing the team’s knowledge of the general geographic area in which the project is located.
2. Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. Evaluation will consider geographic location.
SELECTION OF THE MOST HIGHLY QUALIFIED FIRMS AFTER SF 330 EVALUATIONS:
Following the board’s evaluation of SF330s, selection of up to five (5) of the most highly qualified firms will be determined and discussions will be held with these firms in accordance with FAR 36.602-1 (c)
All firms of the most highly qualified firms will be asked similar questions, which may include topics such as experience, capabilities, capacity, organization, management, quality control procedures, and approach for the project, as appropriate.
Following completion of discussions, the board will select the most highly qualified firm. A Request for Proposal (RFP) will be issued to the most highly qualified firm with award of one firm-fixed price contract if a fair and reasonable price can be agreed upon. If a fair and reasonable price cannot be agreed upon, the Service will move to negotiations with the next highest ranked firm. This process will continue until award can be made to the highest ranked firm providing a fair and reasonable price.
