Planning and Preliminary Design

1. GENERAL:

1.1. The United States Department of the Interior (DOI) Fish and Wildlife Service (USFWS) intends to enter a firm fixed-price contract with a single Contractor for the scoping and planning of trail repairs along the Sweetwater River Trail.

1.2. The San Diego National Wildlife Refuge is not just a place for wildlife, but a refuge for the city-dwelling neighbors who surround it. Established in 1996 and stretching over

12,300 acres from the unincorporated community of Jamul to the community of in

Spring Valley in San Diego County and on to the eastern portion of the City of Chula

Vista, the refuge is the USFWS contribution to the San Diego Multiple Species

Conservation Program (MSCP), a county-wide, landscape-level habitat conservation plan to preserve habitat and species while allowing appropriate development.

Guided by ongoing biological surveys and endangered species monitoring programs, the management of this refuge also relies on its non-profit partners and cooperative agencies to ensure the goals established in its Comprehensive Conservation Plan are accomplished.

Open grasslands, cool riverine corridors, and oak woodlands are some of the habitats present, with some being actively restored following disturbance associated with human uses and wildfire. The Sweetwater River Trail, which accommodates hiking, biking, and horseback riding, extends through habitat supporting sensitive plant and animal species, including a number of federally endangered and threatened species, that the Refuge was established to protect.

2. SCOPE OF WORK:

2.1. BASE BID – Sweetwater River Trail Renovation: the trail that extends from the

Sweetwater Parking Lot at Millar Ranch Road to the trail junction (see map) has several ruts, low spots that accumulate moisture and large protruding rocks. Note that this trail accommodates a variety of users including hikers, mountain bikers and equestrians.

2.1.1. The contractor shall assess the trail condition and design a trail repair plan that includes proposed remediation methods, considers rerouting and regrading where appropriate. Include narrative recommendations for potential structures

(e.g., puncheons, bridges), and quantifies the labor and materials needed to complete the repairs.

2.1.2. The design for the trail from the parking lot to the horse bridge shall aim to comply to the maximum extent practicable with the Accessibility Standards for

Federal Outdoor Developed Areas, particularly with respect to maximum cross slope, running slope, and protruding obstacles.

2.1.3. The trail repair plan shall include a draft schedule and sequencing plan.

2.1.4. The contractor shall provide an estimated cost for the trail repair construction.

2.2. OPTION A – Topographical Site Survey: Conduct a topographical site survey at the current Steele Canyon Creek trail crossing (see map). Include locations and/or identifying available elevation monuments.

2.2.1. Survey shall provide topographical information in 6” elevation increments.

2.2.2. Survey to include fences, walkways, retaining walls, easements, and trees over

4” diameter. Over story vegetation shall accurately be shown to depict the extent of the canopy line (as in the case of mass cover).

2.2.3. All extreme undulations sink holes, tide lines, and base flood elevations shall be shown.

2.2.4. Survey shall pinpoint recommended reference points for structure and infrastructure improvements and include locations of overhead powerlines and connections to electrical service as well as access roads.

2.2.5. Surveyor shall dimensionally identify by GPS the locations of any existing structure(s) and provide physical identification the significant existing features

(e.g. signs, parking areas, trails, etc.).

2.3. OPTION B – Steele Canyon Creek Bridge Schematic Design: the USFWS seeks to install a permanent trail bridge across Steele Canyon Creek. The current puncheon bridge is routinely washed down the creek during rare heavy flow events. The scope of this contract includes a preliminary design for this bridge.

2.3.1. The Contractor shall work with the refuge team to determine the best location for the bridge. The contractor shall provide a preliminary design for the bridge and the trail leading up to and from the bridge to connect to the existing trail.

Prefabricated bridges shall be considered.

2.3.2. The Steele Canyon Creek bridge shall comply with the Accessibility Standards for

Federal Outdoor Developed Areas.

2.3.3. Familiarity with the local landscape and hydrology are recommended/desired. A preliminary stream analysis is provided in the attachments.

2.3.4. The contractor shall provide an estimated cost for the bridge design and construction.

2.4. OPTION C – Wood Horse Bridge Ramp Schematic Design: the existing wood pedestrian/bicycle/equestrian bridge (see map) has steep ramps that are difficult to negotiate for some users. The Contractor shall review the conditions and propose revisions to the design that provide safe access for all user groups (pedestrians, cyclists, equestrians).

2.4.1. This bridge design shall aim to comply to the maximum extent practicable with the Accessibility Standards for Federal Outdoor Developed Areas.

2.4.2. The contractor shall provide an estimated cost for the revised ramp design and construction.

2.5. OPTION D – Puncheon Bridge Schematic Design: there are two stream crossings just south of the wood pedestrian/bicycle/equestrian bridge (see map) that should be fitted with a simple puncheon-style bridge.

2.5.1. The contractor shall review the existing site conditions and propose a design or a product appropriate for these locations.

2.5.2. The design for these bridges shall aim to comply to the maximum extent practicable with the Accessibility Standards for Federal Outdoor Developed

Areas.

2.5.3. The contractor shall consider the limited access for installation purposes.

2.5.4. The contractor shall provide an estimated cost for the construction and installation of the two bridges.

2.6. The contractor shall include at least (3) site visits and weekly client meetings (virtual) in the proposal.

2.7. Performance Period: 180 calendar days from NTP. If funds become available, Options shall be exercised within 30 days of when the base Task Order is awarded. If the option tasks are exercised, the performance periods for the options shall be as follow:

2.7.1. Option A: 60 calendar days

2.7.2. Option B: 45 calendar days

2.7.3. Option C: 45 calendar days

2.7.4. Option D: 45 calendar days

2.8. The resulting contract will be firm-fixed-price (FFP).

3. DELIVERABLES FOR EACH CONTRACT LINE ITEM:

Unless otherwise noted, all electronic deliverables shall be in PDF format and shall not exceed 10 MB in file size. Files over 10 pages in length shall be clearly bookmarked.

4. INSPECTION AND ACCEPTANCE

Each Task shall require a formal submittal; a ten-workday period for government review;

design team responses to the comments with agreed upon revisions to the deliverables;

and government sign-off in writing. Work shall be performed in accordance with the requirements of this SOW. Work shall be accepted when all the work is completed as described herein.

5. GOVERNMENT FURNISHED INFORMATION

7. PROJECT LOCATION AND AVAILABILITY

The project area is accessed from the Sweetwater Trail parking lot at the intersection of

Campo Road (SR 94) and Millar Ranch Road in the unincorporated community of Spring

Valley in San Diego County.

Normal work hours for the San Diego NWR staff are 7:30am to 4:00pm, Monday through

Friday, excluding Holidays. Coordinate with the Project Leader if contact outside of the normal working hours is needed.
