SYNOPSIS OF PROPOSED CONTRACT ACTION
Bureau of Indian Education
The solicitation associated with this synopsis will be available approximately by June 20, 2025.
Contractors should not contact the contract specialist or contracting officer seeking the solicitation.
However, this is a commercial service acquisition and therefore, the contracting officer may establish a shorter period than 15 days for the issuance of the solicitation if needed. The solicitation, 140A2325Q0147, will be posted to Contract Opportunities (SAM.gov), the Government-wide point of entry (GFE) between June 16, 2025, and June 23, 2025.
The Government’s intent is to award one (1) Time and Material (T&M) contract, with award anticipated no later than August 1, 2025, utilizing the SOW and its pricing schedule. The period of performance (PoP) will be a base year and will include four (4) option years. The NAICS code is 611710, Educational Support Services and the Small Business Size Standard is $16.5M. The classification code is DE10, IT and Telecom – Business Application/Application Development Software as a Services.
Haskell Indian Nations University (HINU) is located in Lawrence, Kansas. The University's Tommaney Library provides academic library services in physical and digital space, information specialists, and Indigenous resources. The library has previously provided all print textbook services to students. To provide improved service, meet the individualized learning preferences contracting textbook services would allow students to select the format of their choice.
The proposed contract action is anticipated to be awarded for school year 2025-2026 and will consider annual renewal options through school year 2029-2030. The Contractor will ship textbooks to students, on or off campus. Company will create an online campus bookstore to select their course materials in all formats available: eBook, new, or used. The Contractor will ship textbooks to students, on or off campus.
Company will provide course material changes and customer service to utilize products. Contractor will provide shipping return labels for rental materials. Contractor will provide training to library staff for the local textbook distribution and equipment. The price is variable due to the faculty's choice in title and the number of students are enrolled. Products, prices, and services must promote confidence that the University community is obtaining the best possible combination of quality, customer service, and price.
The Statement of Work (SOW) is broken down into the following requirements:
• Be experienced in at least a decade of contract textbook services.
• Build a storefront online bookstore.
• Provide online access to free shipping and use services.
• Accept orders online and by phone.
• Provide customer support and technical services.
• Provide marketing.
• Option to ship to campus or ship to home.
• Offer free expedited shipping from eCampus to the library.
• Offer free standard shipping to students’ residence.
• Offer affordable expedited shipping upgrade on orders shipped to students’ residence.
• Offer training and equipment to library staff for distribution and return.
• Staff will be trained to distribute shipped items.
This acquisition will be solicited as a set aside for Small Business concerns, utilizing Federal Acquisition Regulation (FAR) Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.
Any interested contractors must be registered in the System for Award Management (SAM) at www.SAM.gov. Any prospective bidder’s SAM registration must include the applicable NAICS code 611710 for this acquisition.
