About this file

This is a Notice of Intent to Issue a Sole Source Contract, issued by the U.S. Department of the Interior, National Park Service (NPS), Acquisition Operations Branch. The NPS intends to award a sole source contract to Axon Enterprises Inc., located at 17800 North 85th Street, Scottsdale, Arizona 85255, for the procurement of Law Enforcement Vehicle Fleet 3 Camera Systems. The contract will include all necessary hardware, five years of software licensing (including fleet license and unlimited cloud storage per camera), five-year warranty, installation, deployment, and training services. The anticipated period of performance is three months from the date of award.

The NPS justifies the sole source award based on compatibility and integration requirements with existing NPS video evidence management systems and Axon body cameras. The agency determined that Axon manufactures the only Fleet 3 Camera System that meets NPS requirements without significant customization, additional costs, or duplication of government expenses. Interested firms may submit a capability statement or quotation by 12:00 p.m. Eastern Time on August 13, 2026, via email to the Contracting Officer, Catherine Robertson, at catherine_robertson@ios.doi.gov, referencing procurement number 140P4226Q0045. The government retains sole discretion to determine whether to compete the requirements.

Synopsis – Notice to Sole Source:

NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR THE LAW

ENFORCEMENT VEHICLE – FLEET 3 CAMERA SYSTEMS, TO INCLUDE ALL

NECESSARY HARDWARE, 5 YEARS OF ALL NECESSARY SOFTWARE LICENSING TO

INCLUDE FLEET LICENSE AND UNLIMITED CLOUD STORAGE PER CAMERA, 5

YEAR WARRANTY, INSTALL, DEPLOYMENT AND TRAINING OF THE SYSTEMS.

This Notice is issued in accordance with Revolutionary Federal Acquisition Regulation (FAR)

Overhaul (RFO) Part 5.101, Presolicitation Notice. The U.S. Department of the Interior (DOI), Office of Acquisition and Property Management, National Park Service (NPS), Acquisition

Operations Branch (AOB), is the contracting office for this procurement. The purpose of this

Notice is to announce the government’s intent to issue a sole source contract under the authority of RFO Part 12 to Axon Enterprises Inc., 17800 North 85th Street, Scottsdale, AZ, 85255, in accordance with RFO Part 6.103-1, Only One Responsible Source and No Other Supplies or

Services Will Satisfy Agency Requirements.

NPS has determined that Axon Enterprises Inc manufactures the Fleet 3 Camera System, the only vendor the NPS authorizes to supply body worn and in car camera systems. NPS requires specialized video evidence systems capable of supporting long term use, and interagency partnerships. These systems are compatible with and integrate with existing NPS video evidence management system and Axon body cameras. Axon body worn and in car camera systems are the only devices that fit these parameters that would not significantly duplicate costs to the government.

Due to the sensitive nature of protecting specialized video evidence systems, NPS law enforcement has strict restrictions over authorized law enforcement products and service in use.

No products exist, without a need to customize and reconfigure, which would be needed to enable other products to potentially meet the minimum requirements, and would come at an additional cost of services, contractor time, and significant time and cost of the Federal government.

The anticipated period of performance is 3 months from date of award.

PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 12:00pm Eastern Time on 13

August 2026. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer at catherine_robertson@ios.doi.gov referencing 140P4226Q0045, on the subject line. A determination by the Government not to compete the Government’s requirements described in this notice is solely within the discretion of the Government.
