About this file

This is a Presolicitation Notice announcing the U.S. Department of the Interior's (DOI) intent to issue a sole source contract to Boreal – Informations Strategiques 2014 Inc. (DBA: Borealis + Irth Solutions), located in Magog, Quebec, Canada. The Marine Minerals Administration (MMA), Acquisition Operations Branch (AOB), is the contracting office. The contract will be issued under Revolutionary Federal Acquisition Regulation (RFO) Part 12 authority based on the determination that only one responsible source exists under RFO Part 6.103-1.

The procurement covers Borealis Stakeholder Relationship Management (SRM) Tool software, licenses, managed services, configuration support, training, and documentation. MMA has determined this is the only Customer Relationship Management (CRM) solution that provides the required capabilities, including long-term multi-issue relationship tracking, built-in stakeholder mapping for analyzing influence and interests, specialized indicators for natural resource and regulatory engagement, off-the-shelf use without extensive customization, workflow capabilities for engagement processes (comment tracking, issue association, consultation history, event participation), integration with Outlook and Microsoft Teams for automated communication tracking, and unique mapping capabilities. The anticipated period of performance is 12 months from date of award. Although this is not a Request for Quote, interested firms may submit capability statements or quotations by 12:00 p.m. Eastern Time on August 13, 2026, via email to the Contracting Officer at catherine_robertson@ios.doi.gov, with reference number 140M0126Q0042 on the subject line. The Government retains discretion to compete the requirements.
