Justification Review Document Summary
This is a Justification Review Document for limiting competition on a federal contract action. The Army Contracting Command (ACC) at Aberdeen Proving Ground, Fort Huachuca, Arizona is awarding a sole-source contract to MicroAutomation Inc. (5870 Trinity PKWY STE 600, Centreville, VA 20120-1974) for maintenance and technical support services for the Omni 911 system. The contract is firm-fixed-price with a total value of $424,065.30 and covers a base year from July 24, 2026 to July 23, 2027, plus four option years extending through July 23, 2031, with an additional option to extend services through January 23, 2037. Services include software components and updates, hardware repair or replacement, and 24/7 technical support for Omni 911 system issue resolution, funded through Operations & Maintenance, Army (OMA) appropriations.
The justification for sole-source award is based on three primary factors: (1) services can only be provided by the original source, Motorola Spillman, as the proprietary software and updates cannot be performed by any other vendor; (2) award to alternative sources would result in substantial duplication of costs unrecoverable through competition; and (3) immediate services are needed to satisfy mission requirements. Market research conducted via written, telephonic, and web inquiries yielded no alternative sources. The vendor does not authorize other vendors for domestic sales, and allowing such would void warranty on current government-owned equipment, with replacement costs not recoverable through competition. The justification was certified by USAG Information Management Officer William L. Miller on April 21, 2026, and approved by Contracting Officer Lynette FairBanks de la Viega, who determined the anticipated cost to be fair and reasonable based on price analysis. As a sole-source restriction over $30,000, the action will be posted in redacted form with the solicitation.
