About this file

This is a Sole Source Justification for Acquisition Under the Simplified Acquisition Threshold submitted by the Department of the Interior, United States Geological Survey (USGS).

The USGS Radiogenic Isotopes Laboratory in Reston, Virginia seeks to procure a five-year service and maintenance agreement for a Spectromat TI-Box Model (1909) mass spectrometer from Spectromat Massenspektrometer GMBH of Bremen, Germany. The requirement is for preventative maintenance, service, and repairs to support ongoing SIR and OFA projects and align with contract constraints for other Federal Agencies, International institutions, and the Minerals Program. The estimated dollar value is redacted in the document. The contracting officer certifies that the anticipated cost to the Government will be fair and reasonable based on comparison to previous award pricing and contractor sales history.

The justification for sole source procurement under RFO 12.102(a) is based on Spectromat Massenspektrometer being the sole manufacturer and only authorized source for technical support and maintenance of all SPECTROMAT instrumentation. The equipment, originally valued at approximately [redacted amount] and purchased through prior contracts (P0 2CT30023 & G11PX01952), is an integral component of USGS research supported by multiple Federal Agencies and International institutions. Market research efforts included investigating industry publications, commercial directories, Government source lists, and contacting potential vendors. A sources sought notice was posted on SAM.gov on August 19, 2021 with a response date of August 25, 2021, yielding no responses. A prior related procurement (140G0125P0089) was also conducted as a sole source. The USGS commits to competing any future related procurements to the maximum extent allowable.
