About this file
This document provides justification for a sole source acquisition of Ruffneck heaters by the Department of the Army Materiel Command Joint Munitions Command. Specifically, the justification is for the purchase of eight Ruffneck Advanced Series heaters, model AH-24A-A3A1-A1-2A, to be used in building 567 at the MCAAP facility. The justification cites the engineer's design specifications for the building requiring heaters with specific controls, measurements, piping, wiring, and an explosion proof motor suitable for certain atmosphere classes. It argues that only the specified Ruffneck model meets these technical requirements and is compatible with other Ruffneck equipment already used at the facility, in order to reduce downtime from having consistent parts and knowledge of the specifications. The solicitation number for the corresponding federal contract opportunity is W519TC24Q2095 for heaters.

SIMPLIFIED ACQUISITON PROCEDURES (SAP)
Justification for Brand Name and or Sole Source Acquisitions Over $3,500 but not Exceeding The Simplified Acquisition Threshold (SAT)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLE AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION, WHICH LIMTS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENTS REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE “ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE THE
CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
1. PURCHASE REQUEST OR REQUISITION NUMBER
2. PROJECT/TASK NUMBER
3. ESTIMATED AMOUNT
4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
Heater, Ruffneck, Advanced Series, 3 row, 3 Pass, 24” Fan, 115VAC EXP Motor, MPN: AH-24A-A3A1-A1-2A, quantity eight. Heaters will be used to heat B567.
5. UNIQUE CHARACTERISTIC THAT LIMIT AVIALIABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. MOST RECENT MARKET RESEARCH CONDUCTED (INCLUDE DATES & DETAILS). IF MARKET RESEARCH WAS NOT
CONDUCTED, EXPLAIN.
The Ruffneck Advanced Series Heater is be purchased as specified by the engineer's design of building 567. This heater has specific controls, measurements, piping, wiring, explosion proof motor, and suitable for Class I, Group D; Class II and III, Group F and G atmospheres. Thus any other brand of heater will be of no use to MCAAP on this project.
6. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. COMPATIBILITY WITH EXISTING SYSTEM, IF APPLICABLE, & NON-CONPATIBILITY COULD RESULT IN EXCESSIVE ADDITIONAL MANUFACTURING AND/OR
RESEARCH AND DEVELOPMENT COSTS.
This equipment must match the engineer's design while meeting the explosive proof motor and atmosphere class requirements of MCAAP. It cannot be replaced without meeting the requirements of the project.
7. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
MCAAP currently utilizes several pieces of Ruffneck heater equipment on plant. By utilizing Ruffneck heater equipment for this application, MCAAP will reduce downtime by having like parts on plant and knowledge of the specifications. Request brand name, specific model, and configuration to be purchased, with no substitutions.
8. PROVIDE A STATEMENT OF ACTIONS, IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIER TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED ACTION, SO STATE.
There are none.
