About this file
This is a Pre-Solicitation Notice for a water infrastructure rehabilitation project at Bryce Canyon National Park in Utah. The National Park Service (NPS), Department of Interior, Denver Service Center is soliciting bids for a small business set-aside contract with an estimated value of $15M-$20M and a 550 calendar day period of performance. The primary objective is to rehabilitate and/or replace the main raw water line that transmits water from park-owned wells west of the park to raw water storage tanks, including installing new valves along the entire line and addressing multiple known and potentially unknown leaks. Secondary scope includes enlarging one raw water storage tank, repairing water supply laterals and damaged service connections, rehabilitating the Lodge Loop Fire Protection Supply (potentially upgrading from 6" to 8" diameter), replacing Mission 66 sewer connections, and decommissioning the Yovimpa Point Water System.
The formal solicitation is estimated for issuance on or about August 24, 2026, with a bid receipt deadline of September 30, 2026. A mandatory site visit is scheduled for September 16, 2026, with attendance confirmation due by September 13, 2026. All inquiries must be submitted in writing to Contracting Officer Vicki Freese-Supler (vicki_freese-supler@ios.doi.gov) or Contract Specialist Brian Baugh (brian_baugh@contractor.nps.gov). Prospective bidders must maintain active registration in the Systems for Awards Management (SAM) at sam.gov and possess a UEI number. The NAICS Code is 237110 with a $45.0 million size standard. This is currently an unfunded requirement with high expectation that funds will become available. The project site is rural with limited staging locations; contractors must minimize visitor impact as the park remains open during construction and coordinate with the US Forest Service for access to wells located on Dixie National Forest land.

This is currently an unfunded requirement with a high expectation that funds will be available.
When and if funds become available a contract will be awarded at that time.
The NAICS Code for this requirement is 237110 with a size standard of $45.0 million.
Description: This project is located Bryce Canyon Recreational Area, Utah. The surrounding area is rural with limited staging locations available; the nearest suppliers and lodging facilities are located in St. George or Salt Lake City, UT and will require unique material delivery requirements. The Park will remain open during construction thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated 550 calendar day period of performance includes potential weather shutdown and winter construction may be required.
This project is intended to address deferred maintenance of critical system components of the Bryce Canyon National Park Main Water System. Water line improvements may require rehabilitating or replacing existing lines through either trenchless or open trench methods. This project may also require upgrading water mains, laterals, and service connections in visitor, employee, and administrative areas to ensure adequate water volume is available for future installation of fire suppression systems. Primary project objective will be to rehabilitate and/or replace the raw water line which transmits water from the Park owned and operated wells west of BRCA, to the Park raw water storage tanks. Note that the wells and a portion of the raw water line (approx. 500 linear feet) are on Dixie National Forest land managed by the US Forest Service (USFS). Design and Construction will require coordination with USFS and any access to the wells will need to be coordinated through USFS. The current line has multiple known, and potentially unknown leaks, which need to be repaired. This project will also include installing all new valves along the raw waterline. The current intent is to place the new waterline along the same utility corridor as the existing line.
This project will also include work as follows:
http://www.sam.gov/
1. Enlarge one of the Park’s raw water storage tanks
2. Address repair of laterals from the potable water supply line to water meters for various buildings
3. Address damaged service connections
4. Rehabilitate and/or replace the Lodge Loop Fire Protection Supply. (This may require increasing the finished water line from 6” to 8” to meets appropriate fire protection flows, to be determined by the A/E).
5. Replace Mission 66 sewer connections
6. Decommission and demolish obsolete assets including the Yovimpa Point Water System.
Estimated Price Range: $15M -$20M
Estimated Period of Performance: 550 calendar days
Bid receipt date is September 30, 2026. Bids will be publicly opened and read as required under the procedures of FAR Part 14.
