I. INTRODUCTION
A. IAW Italian Law D.lgsl.81/08 art.18 comma 1 lettera t) & art. 43 comma 1 lettera a), the Darby Military Community (DMC) Deputy Garrison Manager and the DMC Safety Office agreed with the Italian Base Commander to develop a plan for an effective and efficient coordination between the Darby Military Community (DMC) Provost Marshall Office and the off post ambulance services (118). On the basis of past experience, it was determined that, during emergency situations, contractors and Italian employees had been dialing directly the Italian Health Emergency # 118, in spite of the numerous briefings that were held and information provided to contact the internal emergency services. The PMO and Fire & Emergency Services (F&ES) have been quite often excluded thus causing major and risky delays in the intervention, and, in general, a low quality of service.
B. The final purpose is to establish this Standard Operating Procedure (SOP) in order to streamline the accident intervention process. At the same time, its purpose is to create an efficient and integrated system that is capable to provide a prompt service at the scene of the accident.
All Units personnel and contractors are mandated to comply with this SOP.
C. This SOP provides information and details that allow all parties to implement the plan.
II. RESPONSIBILITIES
A. The Contractors working within the installation in case of an accident/emergency:
1) Will call 118, inform the operator that the accident occurred within the DMC Area of Responsibility (AOR), will specify the nature of the injury responding to all questions posed by the operator, and will follow directions as instructed by the 118 personnel.
2) Will provide the 118 operator with the exact location where they are (Installation maps attached), the directions to the place of the accident, and the number of the gate that the ambulance will utilize (for example Camp Darby Area, Gate # 4, etc.). See Appendix B. The Map, with the name of the area and the number of the gate to be used, are posted at each construction yard within the Installation on the safety board together with the other information on safety measures.
3) Will dispatch immediately a worker, if available, to designated entry points to facilitate the arrival of the ambulance to the place of the accident.
4) Will call immediately the PMO at 117 or DSN 633-7575 (if from internal office) or 050/547575 (if from cell phone), or the SETAF Carabinieri at DSN 633- , or COMM 050/54 , and will specify to the operator the number of the gate that the ambulance will utilize.

B. 118 – The Italian Ambulance Service, once an emergency call has been received from the

1) Will obtain the following information:

a. The nature of the accident and telephone number of the person that is calling;
b. The exact location of the accident (name of the Area). App B;
c. The entry of the area where accident occurred (gate number);
d. General directions to get to the place of the accident.
2) Will send the ambulance to the entry of the area as far as the place of the accident, possibly escorted by personnel provided by the PMO and/or by the SETAF Carabinieri.

C. SETAF Carabinieri. In case SETAF Carabinieri receive a telephone call from 118 (or from a person asking for an ambulance):
1) Will obtain the following information:
a. The nature of the accident, the telephone number of the person who is calling and the condition of the injured person;
b. The exact location of the accident (name of the Area). App B;
c. The entry of the area to be used (gate number);
d. General directions to get to the place of the accident.
2) Will contact PMO, ensuring that:
a. The Installation Fire Department will go immediately to the place of the accident, possibly escorted by the contractor who will be waiting at the entry of the area;
b. PMO or SETAF Carabinieri will provide escort to the 118 ambulance to the place of the accident;
c. The Italian Base Commander will be informed in order to coordinate with the Deputy Garrison Manager and the PMO.
3) Will provide the 118 operator with any additional information requested.

4) Will coordinate with the Italian Base Commander DSN 633- (COMM 050/54 ) and PMO DSN 633-7575 (COMM 050/ 547575) for the removal of the body in case of non-transport by the ambulance of a deceased person.

D. Interpreter- Provost Marshall Office (PMO). In case PMO receives a telephone call from 118 (or from a person asking for an ambulance):
1) Will obtain the following information:
a. The nature of the accident, the telephone number of the person who is calling and the condition of the injured person;
b. The exact location of the accident (name of the Area). App B;
c. The entry of the area to be used (gate number);
d. General directions to get to the place of the accident.
2) PMO will dispatch personnel qualified for a first aid intervention (emergency responders), ensuring that:
a. The Installation Fire Department will go immediately to the place of the accident, possibly escorted by the contractor who will be waiting at the entry of the area;
b. PMO will provide escort to the 118 ambulance to the place of the accident and coordinate with the SETAF Carabinieri;
c. The Deputy Garrison Manager will be informed in order to coordinate with the Italian Base Commander and the SETAF Carabinieri.
Emergency responders (on the scene Incident Commander) will evaluate the situation and will call 118 for updating.
The installation Emergency Personnel will take care of the injured person until the arrival of 118 personnel.
Will coordinate with the SETAF Carabinieri DSN 633- (COMM 050/54 ) and Italian Base Commander DSN 633- (COMM 050/54 ) for the removal of the body in case of non-transport by the ambulance of a deceased person.

E. All agencies working with Contractors: the following Agencies (see list below) will ensure that this SOP is included in their Contractor Safety Plan and that Contractor personnel are constantly briefed and updated on emergency procedures.

In case of an accident, the personnel involved in the contract/project works will immediately inform their commander/supervisor (Higher Headquarters) and the Installation Safety Office at DSN 633- 7841. POC for this matter is: Eng. Chiara Chelossi, Prevention and Protection Service Responsible, Safety Office. Telephone # 050/547841 (DSN 633-7841).
F. All DMC & Tenant Units. Because of the frequent personnel turnover at the Darby Military Community, all DMC & Tenant Units must brief all newcomers about this SOP in addition to the regular safety briefing.

I. INTRODUZIONE
A. Sulla base del D.Lgsl.81/08 art.18 comma 1 lettera t) & art. 43 comma 1 lettera a), e’ stata definita dal Vice Direttore dell’USAG Italy DMC, tramite il Servizio di Prevenzione e Protezione, congiuntamente con il Comandante Italiano della Base, la necessita’ di avere un piu’ adeguato piano d’integrazione tra i mezzi del pronto intervento della Comunita’ Militare Darby e la squadra di pronto soccorso locale (118). Le esperienze precedenti ci hanno insegnato che, nonostante i molti briefing e documenti riportanti il numero telefonico da comporre per poter contattare la squadra di primo soccorso di Camp Darby, le situazioni di panico, invece, inducono gli appaltatori ed il personale italiano a comporre il numero del pronto soccorso italiano, il 118; in questo modo, i mezzi di pronto intervento della Base (PMO & E&ES) vengono esclusi, causando un ritardo notevole in termini di tempo e una scarsa qualita’ di risposta.
B. L’obiettivo finale e’ quello di stabilire questa Procedura Operativa Standard (SOP) al fine di semplificare il processo di intervento in caso di incidente. Contemporaneamente, il suo scopo e’ creare un sistema che sia efficiente ed integrato, capace di fornire una risposta adeguata sul luogo dell’infortunio. Tutto il personale delle Unit e gli appaltatori devono attenersi a questa SOP.
C. Questa SOP contiene tutte le informazioni e dettagli che permettono a tutte le parti coinvolte di implementare il suddetto piano.
II. RESPONSABILITA’
A. Gli Appaltatori impegnati nei lavori all’interno dell’Installazione, in caso di incidente/emergenza:
1) Chiameranno il 118, informeranno l’operatore che l’incidente si e’ verificato all’interno dell’Area di Responsabilita’ (AdR) della Comunita’ Militare di Darby (DMC), specificheranno la natura dell’infortunio rispondendo a tutte le domande poste dall’operatore, e seguiranno le istruzioni del personale del 118.
2) Forniranno all’operatore del 118 l’esatta posizione di dove si trovano (mappe dell’Installazione allegate), le indicazioni per raggiungere il luogo dell’infortunio, e il numero del cancello al quale l’ambulanza dovra’ giungere (per esempio Area Camp Darby, Cancello n.4, ecc.).
Vedasi Appendice B. La mappa, con il nome dell’Area e il numero del cancello d’entrata, dovranno essere posti in ogni cantiere presente all’interno dell’Installazione, nell’apposita bacheca dove sono affisse le informazioni sulla sicurezza.
3) Manderanno immediatamente un lavoratore, se disponibile, all’ingresso dell’Area per facilitare l’arrivo dell’ambulanza fino al luogo dell’infortunio.
4) Chiameranno immediatamente il Servizio Emergenza (PMO al numero interno 117 o 633- 7575 (se da ufficio), o il numero commerciale 050/547575 (se da cellulare), oppure i Carabinieri al numero interno 633- o COMM 050/54 , e specificheranno all’operatore il numero del cancello dal quale entrera’ l’ambulanza.

B. 118 – Servizio di Ambulanza Italiano, appena ricevuta una chiamata di emergenza proveniente dall’AdR DMC:

1) Assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio e numero telefonico della persona che sta chiamando;
b. L’esatta posizione dell’incidente (nome dell’Area). App B;
c. L’ingresso dell’area dove e’ avvenuto l’incidente (numero del cancello);
d. Indicazioni generali per raggiungere il luogo dell’infortunio.
2) Inviera’ l’ambulanza all’ingresso dell’area fino al luogo dell’infortunio, possibilmente scortato dal personale messo a disposizione dalla Polizia Militare o dai Carabinieri di Camp Darby.
3) Se necessario, chiamera’ i Carabinieri di Camp Darby per eventuali informazioni aggiuntive.
4) Comunichera’ il numero di operatori del 118 a bordo dell’ambulanza che sta arrivando, prima di presentarsi al cancello.
5) Trasportera’ l’infortunato all’ospedale locale per le cure.

C. SETAF Carabinieri. Nel caso SETAF Carabinieri riceva una telefonata dal servizio del 118 (o da colui che richiede l’intervento dell’ambulanza):
1) Si assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio, il numero telefonico della persona che sta chiamando e le condizioni cliniche della persona infortunata;
b. L’esatta posizione dell’incidente (nome dell’Area). App B;
c. L’ingresso dell’area dove e’ avvenuto l’incidente (numero del cancello);
d. Indicazioni generali per raggiungere il luogo dell’infortunio.
2) Contattera’ il PMO, assicurando che:
a. Il personale del Dipartimento dei Vigili del Fuoco della Base vada immediatamente sul luogo dell’infortunio, possibilmente scortati dall’appaltatore che attende all’Ingresso dell’Area;
b. La Polizia Militare o i Carabinieri provvedano a scortare l’ambulanza del 118 fino al luogo dell’infortunio;
c. Il Comandante Italiano della Base sia informato al fine di coordinarsi con il Vice Direttore della Garrison e il PMO.

Fornira’ all’operatore del 118 tutte le informazioni aggiuntive richieste.
Coordinera’ con il Comandante Italiano della Base, al numero interno 633- (COMM 050/54 ), e con la Polizia Militare, al numero interno 633-7575 (COMM 050/ 547575) per la rimozione del corpo in caso l’ambulanza non porti via l’infortunato poiche’ deceduto.

D. Interprete - Polizia Militare (PMO). Il PMO, nel caso riceva una telefonata dal 118 (o da colui che richiede l’intervento dell’ambulanza):
1) Si assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio, il numero telefonico della persona che sta chiamando e le condizioni cliniche della persona infortunata;
b. L’esatta posizione dell’incidente (nome dell’Area). App B;
c. L’ingresso dell’area dove e’ avvenuto l’incidente (numero del cancello);
d. Indicazioni generali per raggiungere il luogo dell’infortunio.
2) PMO Inviera’ mezzi/personale idoneo al pronto intervento (addetti alle emergenze), assicurando che:
a. Il personale del Dipartimento dei Vigili del Fuoco della Base vada immediatamente sul luogo dell’infortunio, possibilmente scortati dall’appaltatore che attende all’Ingresso dell’Area;
b. La Polizia Militare provveda a scortare l’ambulanza del 118 fino al luogo dell’infortunio e si coordini con i Carabinieri della Base;
c. Il Vice Direttore della Garrison sia informato al fine di coordinarsi con il Comandante Italiano della Base e i Carabinieri.
3) Gli addetti alle emergenze (il Comandante sulla scena dellincidente) valutera’ la situazione e chiamera’ il 118 per eventuale aggiornamento.
4) Il personale del pronto intervento della Base avra’ cura di stabilizzare il paziente fino all’arrivo del personale del 118.
5) Coordinera’ con i Carabinieri SETAF, al numero interno 633- (COMM 050/54 ) e il Comandante Italiano della Base, al numero interno 633- (COMM 050/54 ) per la rimozione del corpo in caso l’ambulanza non porti via l’infortunato poiche’ deceduto.

E. Enti che collaborano con gli Appaltatori. I seguenti Enti (vedasi elenco di seguito) assicureranno che questa Procedura Operativa Standard sia inclusa nel Piano di Sicurezza dell’Appaltatore e che il personale della Ditta Appaltatrice sia costantemente formato e aggiornato sulle procedure di emergenza.

In caso di infortunio, il personale dell’Ente impegnato nell’esecuzione dei lavori di quel progetto comunichera’ immediatamente l’accaduto al proprio comando/direzione (Higher Headquarters) e all’Ufficio Sicurezza dell’Installazione (Installation Safety Office) al numero interno 633-7841.
