Subcontracting, which states that the contractor shall select subcontractors on a competitive basis to the maximum practicable extent.

7. Actions to Increase Competition: Prior to award of another contract for maintenance and repair of HAAS machine tools and systems at CAAA, market research will be performed to determine if any additional HAAS Automation authorized dealers exist for federal government sales and services.

8. Market Research: Market research was conducted throughout the month of January 2024 . Contracting Officers, contract specialist, and project officers from the federal agencies and private industry were contacted. In addition, browsing through the internet as well as reviewing the Federal Service Schedule contracts were performed. Phillips Corporation Federal Division was contacted, and a letter of sole and exclusive source was received.

On May 20 -21, 2024, the contracting office conducted further research and verified that no other company, other than Phillips Corporation Federal Division could perform this requirement.

9. Interested Sources: To date, no other sources have written to express an interest.

10. Other Facts:

a. Procurement history - The Government did not compete previous actions for this requirement.

(1) W52P1J-21-P-3030 was awarded on 26 May 2021 to Phillips Corporation Federal Division as a sole source Firm Fixed Price contract. This is a base with two (2) option years.

(2) W52P1J-18-P-3005 was awarded on 01 April 2018 to Phillips Corporation Federal Division as a sole source Time and Material contract. This requirement was only for repair services. At this time, the Government was unaware that the company had established service rates, and its daily rates were applicable for an entire calendar year. Use of these rates for future acquisitions will allow award of a firm-fixed price contracts for both maintenance and repair services.

11. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
