3. DETAILED SPECIFICATIONS:

This PWS is a performance-based specification. The objective of this project is to perform repair services, annual preventative maintenance and supply parts for HAAS machine tools located at CAAA. Work shall be performed on an “as-needed” basis for repairs and on “factory prescribed schedule” for preventative maintenance. Below are detailed specifications pertaining to the work included in this project.

3.1. Repair Service: The contractor shall be responsible for providing all labor, parts, and tools required to perform under this PWS. The work required may include (but is not limited to) machine disassembly, equipment repair, calibration, mechanical component overhaul/machining, minor or major component replacement, industrial control repair, electrical system replacement and repair, axis alignment, etc. The work allowed by this contract shall be above and beyond the warranty covered services and materials. Repair services and parts shall be required on an as needed basis and performed during normal business hours (Monday through Thursday, 0600-1630 hours), unless otherwise authorized and agreed to. This project primarily addresses repair, or machine failure corrective action services.

3.2. Preventative Maintenance (PM): each machine listed on the equipment list will receive one annual PM Service. The PM Service will include all manufacturer recommended maintenance, required fluid changes, greasing of fittings, general evaluation, etc.

3.3. Parts: All parts shall be new and unused.

3.4. Points of Contact and Notification: Prior to contract award, the contractor shall identify a notification Point of Contact (POC) for repair notification purposes. CAAA Contracting Officer’s Representative (COR) shall notify the contractor’s Repair Notification POC of the repair requirement and communicate information as to the symptoms of the machine failure. The contractor shall be required to provide quotes and be onsite for diagnosis within seven (7) business days (Monday-Thursday) of telephonic, email, or written notification of repair notification and completion of over the phone troubleshooting (if applicable). Service must be initiated within five (5) business days (Monday-Thursday) of the above notification unless the POC approves or requests an extension thereof. Every effort will be made to complete the service within four (4) working days (Monday-Thursday) after initiating work. Parts will be shipped within a timely manner based on urgency.

3.5. Onsite Work versus Shipping Equipment/machine Components to Haas for Repair:

Due to the nature of machine failure and preventative maintenance, it is anticipated that a majority of this repair and maintenance contract will be performed by HAAS representatives’ onsite at CAAA. However, it may be possible that machine components may need to be shipped to the contractor facility to be repaired, instead. When a machine failure can be isolated to a specific machine component and shipping that component to the contractor’s facility is economically advantageous, CAAA may ship a machine component to the authorized HAAS repair center. Under these circumstances, the contractor shall repair the component, and ship the repaired component back to

CAAA.

3.6. Initial Condition Report: If the cause of a particular machine failure is unknown at the time of notification, the designated COR may require the contractor to provide a machine corrective diagnosis, and repair cost estimate. In this report, the contractor shall provide a report of the condition of each machine before remedial repairs, corrections and/or adjustments are made. The contractor will evaluate the machine’s condition and provide corrective recommendation, estimating man-hours and materials required to performed repair effort. Machine diagnosis shall define the cause for machine functional failure. The report shall be sent, via email, to the designate COR within 1 day of machine failure diagnosis. Report shall be legible, include the servicing technician’s name (printed and signed), contact information, and a complete cost estimate for Government review. Concurrence of the corrective measure by CAAA designated COR must be received before repairs are initiated by the contractor.

3.7. Repair Initiation and Warranty: After the CAAA COR endorses the contractor proposed repair or parts quote, the Contractor will initiate the repair or purchase request for parts, providing all parts and labor to correct the machine failure. Repair parts and installation shall carry the manufacturers’ standard commercial warranty. The Contractor shall warrant the services performed and/or parts utilized are in accordance with OEM specifications and all provided parts shall carry the standard commercial warranty.

3.8 Preventative Maintenance: After the CAAA COR endorses the contractor proposed preventative maintenance quote, the Contractor will initiate the preventative maintenance service, providing all parts and labor to complete the preventative maintenance. Preventative maintenance parts and installation shall carry the manufacturers’ standard commercial warranty. The Contractor shall warrant the services performed and/or parts utilized are in accordance with OEM specifications and all provided parts shall carry the standard commercial warranty.

3.9. Qualifications: All work performed under this contract shall be accomplished by a HAAS (factory trained) certified technician, repairman or engineer.

3.10. Shipping Address: Incoming shipment of repair parts shall be made to:

Crane Army Ammunition Activity Bldg. 148 Crane, In. 47522 Attn: Caleb Steele

3.11. Service Report: The contractor shall provide a report detailing the extent to which each machine was repaired, and parts used. After repair is complete the machine shall be certified as meeting or exceeding the manufacturer's specifications for geometry accuracy and repeatability. Complete alignment and certification are not required for any repair which does not affect machine alignment. Final Army acceptance of the repair/service shall be performed upon signature by the COR on the Service Report. The report shall be emailed to the COR within 1 week of calibration/repair completion, and prior to invoicing. The COR (Caleb Steele) shall have 1 week to return the signed service report via email to the service scheduler. Report shall be legible, contain an itemized list of repairs and parts provided, and have servicing technicians name (printed and signed) contact information. The COR’s Signature on the Service Report shall be justification for submission of contract invoice.
