About this file

This document provides maintenance and repair instructions for corrosion protection coatings on steel structures at an Italian military facility. It outlines the expected 15-year durability of the coating system and specifies annual visual inspections during the first two years after completion, followed by biennial inspections thereafter. If defects are found, the document details procedures for repairing damage from mechanical impacts, corrosion, or general deterioration according to approved submittals for exterior coatings, swing bridge coatings, and rotating mechanisms. It also addresses safety considerations for inspection and repair work conducted at heights or in wet conditions.

A. Introduction

1. The present document is issued to provide clarification and instructions regarding the requirements of inspection and maintenance of the corrosion protection system for the steel structures in Contractor’s scope of works.

2. The documents specify the required frequency, personnel, materials, and equipment to carry out the maintenance tasks on the mentioned corrosion protective system in accordance with Contract specification.

B. Expected durability

3. The frequencies for the inspections, touch-up and repainting are based on expected durability of the painting method system used for the project.

4. It should be stressed that durability is not a “warranty” (2 years warranty is generally shorter than durability period).

5. The end of durability is represented by visible deterioration of the coating and rust appearance in accordance with certain parameters.

6. For this specific project the parameters are expressed in Contract Specification Section 09

90 00, par. 3.2.3 which indicates Existing coatings should be removed (and subsequentially repaired) when the following conditions are met:

a. Surfaces containing large areas of minor defects.

b. Surfaces containing more than 20 percent peeling area.

c. Surfaces designated by the Contracting Officer, such as surfaces where rust shows through existing coatings.

7. For reference, objective parameters for items c. above can be found on ISO norms 4628-3, which suggests visual examples for various rust levels:

Contract No. N62470-17-C-5002

Unauthorized reproduction, distribution, or any other use of any material herein without written permission is strictly prohibited.

8. Common practices and norms suggest that end of the durability is represented by the deterioration of the coating Ri3, in approximately 1% of rusted area. At this stage, the first major maintenance up will have to be carried out for reasons of corrosion protection.

9. Considering the painting cycle adopted, this is expected to happen approximately not before

15 years from the date of the final painting inspection of the relevant items.

10. The above does not mean that, before the end of the expected durability, there is no maintenance to be done. Maintenance and touch-ups may be necessary at more frequent intervals for the following reasons:

a. Specific sub-areas with deteriorated rust rate equal or below Ri3 for reasons of corrosion due to aggressive environment.

b. Defects caused by mechanical / external action (accidental impacts, etc.).

c. Fading, chalking, contamination or wear and tear, or for aesthetic or other reasons

C. Frequency

11. Although for the initial years expected durability is such that no major maintenance is expected, in the case of ERI Expansion Project it should be noted that the specific project environment may be more aggressive than average due to proximity with sea, air salinity, presence of water, dust, etc.

12. For this reason, the following visual inspections shall be carried out with the minimum frequency specified in the table below.

1° visual inspection

Coating system on steel structures

(including bolted joints)

Coating system on Mechanicals and movable parts

Swing Bridge 1 year after handing hover 1 year after handing hover

Fixed Bridge 1 year after handing hover ---

Locomotive Shed 1 year after handing hover ---

Subsequent inspections:

13. In case no defects are encountered after the first inspection, following inspections can be carried out with a 2-year frequency.

14. 15 years after handing hover (end of expected durability).

15. Please note that after certain period in water immersion and/or accumulation of dust, the coatings may not be properly visible. In such case, a low pressure washing with fresh water shall be done prior the inspection.

D. Finding and actions

16. The findings that are more likely to be detected during the maintenance inspections are listed below together with the recommended corrective action to be taken. They are grouped based on similar defect cause/s and similar corrective action/s

DEFECTS CAUSED BY MECHANICAL / EXTERNAL ACTIONS

17. The coats may be damaged by accidental impacts, wear & tear, scratches, (of stainless steel), or in general any external action that may affect the integrity and/or appearance of the corrosion protection during the service life of the structures.

18. In case such type of defect is detected, the inspector shall evaluate the following:

a. The damage affects all coat/s down to the bare metal, hence corrosion may occur

b. The damage is only superficial and does not interest the bare metal.

19. The corrective action may be different in the two cases as follows:

a. Damage to bare metal

In this case, corrosion will probably develop from the bare metal or has already developed the time of the inspection. Repairing procedures shall be implemented.

b. If the damage is not down to the bare metal, corrosion shall not develop.

If in this case there is no corrosion, the inspectors and the Client may decide at their discretion whether the damage shall be repaired ornot on the base of the following considerations:

• The extension of the superficial damage (large or small).

• The type of damage (with sharp or smooth edges).

• Coat to be repaired.

• The importance of the component whose coat is damaged (structural or non-structural).

• The time interval that will elapse to the next maintenance inspection.

DETERIORATION WITH CORROSION

20. Corrosion may be detected as consequence of the natural deterioration of the coating system due to degradation, pitting pinholes flaking to bare metal. Repairing procedures shall be implemented in case visible deterioration (i.e. Ri3 rust grade on 1% of the surface) is present.

E. Procedure to be adopted

21. In case repair procedure is to be implemented, reference should be made to Contract documentation attached. Please refers to submittals below (also attached) which indicates the painting material to be used, manufactures, thickness and characteristic of the painting cycle for the various parts.

For steel structures:

a. Submittal 060 B - Reviewed Exterior Coatings of Steel Structures - Coating Work Plan

b. Approved Field change for Coating System for Swing Bridge Structure.

For rotating mechanisms:

c. Submittal 049 A – Swing Bridge Mechanical Construction coating

22. The document also indicates the various type of paint and cycle for each structure. Please note that Swing Bridge (paining area A1 and E1) has been painted with different painting cycle and materials compared with other structures. Please refer to attached procedure for further details.

23. Works should be carried out in accordance with attached documentation. Coating shall be free from runs, sags, pin holes, blisters, mud cracking, wrinkles, and bubbles. Damaged areas shall be spot blast cleaned or power tool cleaned (i.e. sand paper) as necessary to restore a suitable degree of cleanliness. All loose, cracked, and damaged coating shall be removed, and the adjacent surrounding sound coating feathered back approximately 50 mm to form a uniformand smooth surface. The prepared surface shall be free of loose, burnt, or blistered coating. Unless specified otherwise, the coating used for repair shall be the same as the original and shall have the same DFT.

24. When the surface is clean, roughened, and dry, apply the coating product/s as per Technical

Data Sheets. Attention should be paid to the following topics:

• atmospheric conditions (including temperature ranges)

• mixing ratios.

• stripe coating (edges, scallops, etc).

• ventilation.

• film thickness measurement.

• defects such as eventual sags, runs, “orange peel”.

• loss of gloss.

Wait for the adequate drying and curing time before touching and/or recoating and/or testing.

25. Access methods

The accessibility to the structures for the inspections of the protective systems and eventual repairs shall be carefully studied.

Different conditions may occur in consideration of the following technical and safety factors:

• Presence of water (dry or wet conditions).

• Available room (large or narrow).

• Access from the ground/work at height.

• Possible rescue front.

Inspections and repair works should be carried out by qualified and experienced companies/workers who should study access methodology works and safety procedure in accordance with applicable norms and in consideration of their own personnel and equipment to be used for the works. Safety lines and/or other safety equipment as necessary to work at height (where required) in safe conditions shall be considered.
