Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for proposals (RFP) in late
December 2023 or early January 2024.
Proposal Submission Deadline: Exact date unknown at this time / 30-days after the issuance of the RFP.
Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to repair Wildcat Canyon Dam located in Sublette and Lincoln Counties, Wyoming. Major items of work include the following:
1. Remove the earthen dam by excavating sediment accumulated in the stock pond and located within the dam.
2. Eliminate the advancing knickpoint by re-grading the existing incised channels with excavated material from the stock pond and dam.
3. Re-grade the existing incised channels to re-establish a broad draw with numerous dispersed micro-channels.
4. Seed disturbed areas with a reclamation seed mix
5. Use salvaged sage brush and rock for floodplain roughness to temporarily stabilize re-graded surfaces.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in January 2024. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction.” All materials must be in accordance with the Buy American Act.

A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.
Award will be based on best value to the government in accordance with Federal Acquisition Regulations
(FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
