PRE-SOLICITATION NOTICE
SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK
EPPLETON HALL MOORING REPLACEMENT

This Presolicitation Notice is issued solely for informational, market research, and planning purposes only.
It does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) or a promise to issue an IFB or RFP in the future. This Presolicitation Notice does not commit the Government to contract for any construction services whatsoever. Further, the Golden Gate Major Acquisition Contracting Office is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Responses to the Presolicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the posting site at www.sam.gov for future solicitation postings.
PROJECT DESCRIPTION: Replacement of Eppleton Hall Moorings at San Francisco Maritime National Historical Park, San Francisco, California, National Park Service (NPS).
The location of the project is San Francisco Maritime National Historical Park, San Francisco, California.
Work will include the following:
This project replaces the in water mooring components for the historic steam paddle-wheel tug Eppleton Hall including all chains and anchors. These mooring components are essential for holding the vessel safely in the water. The mooring system on the Eppleton Hall will be replaced with a new technology. The new system would include four square shaft helical anchors that would be screwed into the seabed and an energy absorbing rigging system. The new rigging system would consist of approximately the following:
Anchor shackle: 25 tons
Anchor chain: 45-foot 1 1/2-inch link chain
Anchor cable shackle: 25 tons
Anchor tensioning cable: 45-foot 7/8-inch cable
The existing in-water mooring system is comprised of; one seven thousand, seven hundred pound (7,700 lb) anchor, a total of 125 feet of mooring chain and all associated shackles and hardware and will be salvaged and placed elsewhere in the park.
The Eppleton Hall’s helical anchors would be installed by a diver with support from a barge or boat. The anchors would be screwed into the seabed with a large drill. After the anchors are installed, the diver would assemble the mooring rigging by connecting the anchor rigging, energy absorbing rigging, mooring line, and mooring buoy. At this point the Eppleton Hall would have its existing mooring disconnected and the new mooring connected.

Once the Eppleton Hall’s existing mooring system is removed and the vessel is secure, the mushroom anchor, chain, hardware, and rigging would be relocated using a barge with a crane and support from a diver to the center of the Aquatic Park, approximately 500 feet to the southwest from its current location, with a proposed mooring buoy.
The complete Project Specifications will be included with the Solicitation. All questions will be answered in writing via amendments to the Solicitation. NO PHONE CALLS PLEASE.
MINIMUM QUALIFICATIONS:
Contractors shall have minimum five (5) years prior experience with the following:
Working in sensitive marine environments on projects involving permits and subsequent mitigations imposed from the United State Army Corps of Engineers (USACE), Bay Conservation and Development Commission (BCDC), Regional Water Quality Control Board (RWQCB), NOAA National Marine Fisheries Service and NPS NEPA/CEQ. Contractor shall have experience with heavy vessel moorings and marine construction in the San Francisco Bay as well as near historic vessels and public recreational areas.
Installing subsea helical anchors
Installing elastic energy absorbing moorings
Installation and removal of heavy undersea moorings, greater than or equal to those on this project (7,700# mushroom anchor) while securing the vessel in situ.
Commercial underwater hardhat diving operations.
Marine construction from derricks and barges.
Again, this is not an Invitation for Bid (IFB) or Request for Proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms shall respond to future solicitation announcements separately from responses to this Market Research. This solicitation is anticipated to be issued as a Request for Proposal (RFP) resulting in the award of a Single Award, Firm- Fixed Price Contract and set aside for small business. NAICS 237990, Small business size standard $39.5 million in average annual receipts.
The RFP is anticipated to be issued approximately on August 10, 2022, on https://sam.gov/ under Solicitation #140P8622R0017.
The approximate Period of Performance: October 1, 2022 through August 27, 2023.
