About this file

This is a Specifications document for a federal contract solicitation issued by the U.S. Department of the Interior, Bureau of Reclamation, for cavitation repair work on turbine runners at Hungry Horse Dam in Montana. Solicitation Number 140R1026R0003 covers cavitation repair and related welding and grinding services for Francis-type turbines (Units G-1 through G-4) at the Hungry Horse Powerplant, located approximately 20 miles northeast of Kalispell, Montana. The contract is structured as an indefinite-quantity agreement with a five-year performance period following award, with task orders issued via Optional Form 347. Based on historical data, Reclamation typically orders a minimum of two turbine runner repair actions annually, though the Government is not obligated to order more than one unit.

The contract includes five contract line items (CLINs): CLIN 001 covers mobilization and preparatory work under WBR 1452.232-81; CLIN 002 addresses contract document management system requirements; CLIN 003 encompasses turbine runner cavitation repairs; CLIN 004 provides supplementary welding for future units; and CLIN 005 covers supplementary grinding for future units. Payment for turbine runner cavitation repairs and supplementary welding is based on unit price per pound of steel required, while supplementary grinding is compensated at unit price per hour. All weld metal must be deposited using Flux-Core Arc Weld (FCAW) wire feed welding machines; Shielded Metal Arc Weld (SMAW) is prohibited. Contractor personnel require Federal Government-issued Personal Identification Verification (PIV) Cards for unsupervised facility access. The Contracting Officer is located at the Pacific Northwest Region, Bureau of Reclamation, 1150 North Curtis Road, Suite 100, Boise, Idaho 83706-1234.

SECTION C - SPECIFICATIONS

1.01 GENERAL INFORMATION

A. This specification provides technical information, inspection and documentation requirements, and administrative controls to perform turbine runner weld and grinding repair for the Hungry Horse Dam, located approximately 20 miles northeast of Kalispell, Montana. For work described by this specification, the Contractor will provide all labor, equipment, material and resources from initial mobilization through cleanup and demobilization, as required, to complete all authorized repairs. All weld metal shall be deposited using Flux-Core Arc Weld (FCAW) wire feed welding machines. Shielded Metal Arc Weld (SMAW, or stick-electrode welding) shall not be used.

B. Contract:

1. This is an Indefinite-Quantity contract providing for an indefinite quantity within stated limits, during a fixed period. The contract will allow the Government to place an order for all the future needs for cavitation repair for these units for the 5 year period following contract award.

2. Based on historical repair averages; Reclamation typically accomplishes a minimum of two turbine runner repair actions annually. However, we do not represent that this estimate will be required or ordered, nor is the Government obligated to order more than one unit under the contract resulting from this solicitation. Task orders for performance under the contract will be made by issuing Optional Form 347, or similar form.

C. A tentative unit outage schedule, along with approximate dates of outages, is provided in Appendix “A.” The dates listed are approximate, and do not constitute authority to mobilize until confirmed at a later date by the Government. The dates show the Government’s overall maintenance outage plan. The respective turbines will be made available for weld and grinding repair by the Contractor for a portion of the outage duration.

D. The specific turbine runners that may be contracted for repair work per this specification are those in units G-1 through G-4 located in the Hungry Horse Powerplant.

1. The phrase “turbine runner” includes the crown, outer ring, hub, air vents and blades, which make up the “runner” proper, as well as the top part of the draft tube discharge ring (immediately below the runner). Each turbine at Hungry Horse Dam contains 15 blades.

2. Hungry Horse units G-1 through G-4 are equipped with 105,000 HP Francis-type turbines, serial number 1231, 1232, 1233 and 1234, respectively, designed and manufactured by Allis-Chalmers, Milwaukee, WI. The runner throat diameter is 126-inches. The base metal of the runner assembly is steel casting conforming to Federal Specifications QQ-S-681b, Class 2 Medium, Annealed (See Appendix D).

C-2

Note – QQ-S-681b was canceled in 1985 with no superseding specification. The Contractor shall provide an alternative base metal to qualify their weld procedures and submit to the Government for approval. (Reclamation Facilities Instructions, Standards and Techniques (FIST) Manuals, Volume 2-5; Turbine Repair, Runner Materials: Older runners in Reclamation service are commonly cast steel conforming to the requirements of Federal Specification QQ-S-681b class 2. This specification specified a chemical requirement of 0.35 C, 0.7 Mn, 0.05 P, 0.06 S,

0.60 Si, 0.50 Cu, and 0.50 Ni. Physical requirements included a tensile strength of 65,000 lb/in2 and a yield strength of 35,000 lb/in2).

E. The Hungry Horse turbines have been in service since 1950. Each has had different work crews and varying amounts of repair work completed. Thus, no two units are in the same condition. The majority of the runner is carbon steel, but a significant amount of stainless steel exists from previous repair areas. Previously applied protective coatings consisted of primer and various kinds of epoxy paints.

F. The turbine types have noticably different properties and characteristics with respect to the nature of damage seen:

1. The damage to Hungry Horse units G-1 through G-4 is mostly seen as cavitation-enhanced corrosion (severe surface pitting, with a porous appearance like some kinds of cheese) in the crown area and on the face of the blades. Although these units are not known for having cracks in the blades, some have been found in the past. Several areas of the units have already been clad with stainless steel in the most troublesome areas. The leading edge of most of the blades exhibit corrosion erosion.

2. See Appendix E for Hungry Horse Unit G-1 runner extension detail.

G. Each of the subject units (including the generator and turbine) is entirely indoors, where the ambient temperature ranges from 60°F to 80°F.

H. The work area (the location of the turbine runner) at Hungry Horse Dam is accessible through either of two man doors in the draft tube from Floor 1 at Elevation 3070.50. The door openings are each 23.5 inches wide by 29.5 inches high. After installation of the work platform the access openings are each 23.5 inches wide by 20 inches high.

I. The main access to the Hungry Horse Powerplant building is at Elevation 3113.5 (Floor

4).
