NOAA Florida Keys National Marine Sanctuary (FKNMS)

HVAC Installation and repairs Statement of Work

1. Scope

To provide HVAC services for installation of Mini split systems (2) as well as component replacement parts for two 60-ton chilled water units for the Florida Keys National Marine Sanctuary.

2. Place of Performance

Florida Keys National Marine Sanctuary 31-33 East Quay Rd Key West, FL, 33040

Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

Contact the Technical Point of Contact (TPOC) listed below for further information on site visits. To make a site visit, please make an appointment during working hours (Monday – Friday, 9:00am – 5:00pm) with the TPOC.

3. Objectives

a. The contractor shall provide personnel, travel-related expenses (such as mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem), transportation, equipment, tools, supplies, materials, preventative maintenance parts, safety personal protective devices, and clothing necessary to perform the required services.

b. The contractor shall accomplish work without disruptions to the daily routine operations of the Government unless preplanned and approved.

c. Any replacement part or component shall be new and of equal to or of better quality than the original part or component being replaced.

d. The contractor shall report only to and receive direction from the assigned Government Contact Point (GCP), the Contracting Officer, or their respective designee.

4. Description

a) Installation of two Mini split units for servicing of computer server rooms.

b) Replace failed sensors on Chiller discharge temperature and return temperature on Chiller.

c) Replace sump heaters on both compressors of Chiller #2.

d) Replace all local pressure gages (inlet/outlet) and well thermometers on two chillers and 4 Trane weathermaker AHU’S. The total for replacement is 12 gages and 12 well thermometers.

e) Replace local thermostats on 10 fan coil units located in the maintenance building.

5. Requirements

a. Mini split units are to be sized for use for cooling for two computer server rooms.

Power is to be 220volt. Exterior wall penetrations are required, wall construction is poured concrete approximately 4” thickness.

b. Sensors replaced are to meet OEM standards for Daikin AGZ060ED, or equal.

c. Sump heaters are to be OEM standards for Daikin AGZ060ED, or equal.

d. Local gages on all 6 devices require range of 0-100 psi and thermometers 0-150 degrees Fahrenheit

e. Thermometers are to be Daikin part number 250803400, or equal.

6. Hours of Operation

Services shall be performed Monday through Friday, 9:00 a.m. through 5:00 p.m. Eastern Time, excluding Federal holidays.

7. Deliverables List

Contractor is to provide parts and labor for replacement and installation. Mini split units are to be of the same manufacturer and model.

8. Repairs Outside the Scope of Preventative Maintenance

No additional service or repair outside the scope of preventative maintenance shall be completed until approval is received from the Government Contact Point (GCP) or Contracting Officer. Materials shall be itemized on the quote and not exceed published price listings, if applicable. Repairs shall be completed within 15 days of notification or within 15 days of receipt of parts, whichever is sooner.

9. Contractor Requirements

The contractor shall hold a minimum qualification as a licensed/insured company.

10. Security Requirements

a. Contractors will be escorted while performing maintenance in the Dr. Nancy Foster Florida Keys Environmental Complex. All work must be coordinated in advance directly with the Technical Point of Contact (TPOC) or Government Contact Point (GCP), listed below, in advance to ensure an escort is available. For security purposes, a valid U.S driver's license or ID will be requested for all on site workers.

b. Physical Security. The contractor shall be responsible for safeguarding all government property involved in and around the work space. Contractor shall be responsible for repairing or replacing any damage to the government’s property, including but not limited to existing structures, finishes, fixtures, and personal belongings, that occurs as a direct result of the Contractor's work or operations during the project, at no additional cost to the government.

11. Period of Performance

The period of performance shall be within 90 days of notification of award.

12. Type of Order

The government anticipates the award of a Firm fixed price purchase order.

13. IT Security Requirements

The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.

b. The TPOC or delegate monitors all technical aspects of the contract and assists in purchase order administration. The TPOC is authorized to perform the following functions: assure the contractor performs the technical requirements of the purchase order; perform inspections necessary in connection with purchase order performance;

maintain written and oral communications with the contractor concerning technical aspects of the purchase order; issue written interpretations of technical requirements;

monitor contractor's performance and notify the Contracting Officer, GCP and contractor of any deficiencies; provide site entry of contractor personnel. The TPOC is not authorized to change any of the terms and conditions of the resulting purchase order.
