1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a Purchase Order, on a sole source basis, to acquire the CogScreen AE aviation cognitive testing suite with its associated software and hardware. CogScreen AE is a computer-administered and scored cognitive-screening instrument designed to rapidly assess deficits or changes in attention, immediate- and short-term memory, visual perceptual functions, sequencing functions, logical problem solving, calculation skills, reaction time, simultaneous information processing abilities, and executive functions.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

This procurement is for the CogScreenAE aviation cognitive testing package and associated

Special CogScreen Version Development 1 each Test Administrations (100+) 400 each The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro- purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. The items will be delivered within 30 days after award of the order. This procurement will be funded with FY 2020 Research, Development, Test and Evaluation (RDT&E) funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

This acquisition is conducted under the authority 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(2)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

NAVAIR and PMA-265 have tasked NEDU to investigate the possible connection between decompression sickness and the physiological episodes experienced by aviators of the F/A-18 and T-45 community. Cognitive testing and ability to focus on a task will be one of the outcomes measured during testing. The equipment is being used to provide quantifiable and objective measures of decompression stress related to physiological episodes reported in the aviation community. In addition, it will be utilized in multiple research projects at NEDU.

CogScreenAE was initially designed to meet the Federal Aviation Administration's (FAA) need for an instrument that could detect subtle changes in cognitive functioning. CogScreenAE is also the same cognitive function testing that NAMI (Navy Aerospace Medical Institute) will be implementing in the fleet to administer to aviator to obtain baseline cognitive data as well as following a reported physiological episode.

CogScreen is the only provider of a cognitive test battery specifically tailored to aviation and currently used by other federal agencies. Other systems do not have similar capabilities and options necessary to complete the required testing. In addition, this cognitive screen system will also be employed by NAMI to their flight surgeons for use in the fleet. Therefore, it is in the Government’s best interest to award on a sole source basis to CogScreen.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized on the Commercial Opportunities on the beta.SAM.gov website per FAR Part 5.2. No additional market research was conducted for the reasons specified in paragraph 4 above.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated previously CogScreen is the only provider of a cognitive test battery specifically tailored to aviation and currently used by other federal agencies and its capabilities meet the requirements of the study.
