About this file

This document is an Attachment B to a federal Request for Quotations (RFQ) for Xenon Gas Reprocessing. The RFQ is being issued by the National Aeronautics and Space Administration (NASA) Glenn Research Center.

The key details are:

  • The Government is providing DOT-3AA size T (49 liter) compressed gas cylinders containing a minimum of 6 kg and maximum of 62 kg of xenon gas mixture, typically greater than 90% xenon.
  • The Government will provide the cylinders in "as-is" condition, and the supplier must inspect and analyze the contents of each cylinder upon receipt.
  • The supplier has the right to reject any cylinders, but must provide a written rationale for the rejection and return the cylinders to the Government within 1-2 months.
  • The xenon loss during the supplier's analysis shall not exceed 3 standard liters per cylinder.
  • The Government may provide additional information about the cylinders, such as gas chromatography analysis, tare weight, and shipped weight.

Attachment B Decision to Provide Government Property

Xenon Reprocessing

List of Government Property

In section 2.3 of the specifications, it is stipulated that the amount of xenon in the cylinders provided by the Government can range from as little as 10% to as much as 99.99%, with the balance being atmospheric gases (oxygen, nitrogen, carbon dioxide, water vapor, etc.).

Due to improvements in NASA GRC’s operations and collection techniques, recovered gases are typically greater than 90% xenon.

The Government anticipates providing the Supplier captured xenon in clean, DOT-3AA Size T (49 liter) compressed gas cylinders.

• Each cylinder shall contain a minimum of 6 kg and maximum of 62 kg of xenon gas mixture.

• Each cylinder shall be pressurized to no more than 2,000 psi at room temperature.

As per FAR 45.102(a), the GFP listing shall include at a minimum:

(1) The name, part number and description, manufacturer, model number, and National Stock Number (if needed for additional item identification tracking and management, and disposition)

- Description - DOT-3A cylinders

- Various manufacturers

(2) Quantity/unit of measure

- Quantity - to be determined at time of order

- Unit of measure - each cylinder

(3) Unit acquisition cost

- Approximately $300 per empty cylinder (that is subsequently refilled with recovered gases)

(4) Unique-item identifier or equivalent (if available and necessary for individual item tracking and management)

- By cylinder serial number

(5) A statement as to whether the property is to be furnished in an "as-is" condition and instructions for physical inspection.

- The property is to be furnished in an “as-is” condition.

- Instructions for physical inspection:

a) The Supplier shall allow the Government to inspect any or all work included in this order at the supplier's plant.

b) The Supplier shall provide in their quotation their required specifications for acceptance of the Government-suppled recovered xenon gas mixture. Cylinders rejected by the Supplier shall be returned to the Government within two (2) months from receipt or one (1) month of rejection, whichever is sooner. At the time of rejection, the Supplier shall provide a written rationale for the rejection with sufficient supporting documentation (e.g., photographs, analysis) for the

Government to assess whether to make process changes to limit similar rejections by the Supplier.

c) The Supplier shall conduct an analysis of each cylinder’s content upon receipt of the cylinder(s) and provide the test results to the Government before the Suppliers acceptance and further processing of the cylinder’s content. The Government retains the right to reject the Supplier’s analysis of the content of any or all cylinders and require their return, after which the Supplier will return the cylinder to the Government in no more than one (1) month. The xenon loss from the Supplier’s analysis shall not exceed three (3) standard liters per cylinder.

The Government will provide the following for each cylinder shipped to the Supplier:

• Identification label

• Cylinder pressure

The Government, at its discretion, may provide the following information for cylinders shipped to the Supplier:

• Gas chromatography analysis of contents

• Tare weight

• Shipped weight
