About this file
This document is a set of questions and answers related to Solicitation 80GRC024R0013 for Xenon Gas Reprocessing services issued by the National Aeronautics and Space Administration (NASA) Glenn Research Center.
The solicitation is for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide the shipping, handling, and processing of recovered xenon gas mixtures. NASA expects to require processing of approximately 500,000 liters of recovered xenon during the contract period. The government plans to award one contract not to exceed $5,000,000 total. Offers are due by July 31, 2024 and should include the solicitation number, FOB destination, proposed delivery schedule, discount/payment terms, warranty, taxpayer ID, and be signed by an authorized representative. NASA will not provide site visits but will respond to questions submitted by July 17, 2024. The questions and answers cover topics such as cylinder ownership and handling, expected impurity levels, pricing structure, contract start date, and prior contract details.

Quesons and Answers
1. Would you like for a company to inially sell you empty cylinders to put your “impure” Xenon in?
a. If yes, what are the quanes?
b. If no, do you own the cylinders that you are pung the “impure” Xenon into?
No, NASA owns the cylinders that we will use to ship the impure xenon.
2. Would you like the opon to rent cylinders?
No.
3. If you send X amount in a cylinder but it is only 70% Xenon, do you expect to receive back X amount or 70% of X?
The 70% of X, minus the amount of xenon consumed/lost in purificaon and acceptance tesng.
4. What are your expectaons for the volumes per cylinder that will be sent? Document A details min 6 kg and max 62 kg. Receiving a beter understanding of details will help opmize our offering to you.
15kg (approx. 650 psig) is currently typical. NASA GRC is working towards increasing recovery pressure.
5. What are your expectaons of analyzed impuries upon inial receipt? Is the expectaon to have a full analycal completed of the “impure” Xenon? A full analycal will require significantly more than 3 liters.
Minimum analysis necessary to determine the % of xenon in the cylinder. This may be compared to NASA’s assessment. Review and acceptance of this data by NASA must precede repurificaon of the xenon.
6. On page 1 of the summary document, it details FOB for shipping terms. On page 8, the request is to have new cylinder costs, shipping costs, and cylinder preparaon costs included in the prices quoted. Are you expecng companies to include the costs in the per liter pricing or can it be a separate cost?
The cost of recovered xenon and the cylinders, shipping, etc. can be itemized.
7. Based on what you send, we can either send you back the same quanes in as many cylinders as you shipped, or we can consolidate to maximize each package. Do you know which opon you will prefer? The maximizaon of packages will lead to the beter pricing since you will not need to purchase as many cylinders.
NASA will specify the size and supplied volume of the cylinders used to return purified xenon.
Typically, this will be 10,000 liters per cylinder.

Quesons and Answers
8. When will this contract start? Has an official start date for the contract been decided?
An official start date for the contract has not yet been idenfied. Contract performance will start once the contract is awarded.
9. Is this Xenon currently in house with the government or is material you expect to have available?
This queson is addressed in this paragraph of the solicitaon:
10. Would it be possible to visit?
Unfortunately, the solicitaon does not provide for site visits at this me, as NASA has not deemed them necessary for this acquision.
11. Provide the last Xenon contract awarded dollar amount, awarded vendor, and term of the contract.
While NASA has previously contracted for these services under prior contracts, this current RFQ is for a new set of requirements with different scope. As such, all quotes should be in response to this RFQs current requirements.
12. Provide the last solicitaon number for this requirement.
RFI/Sources Sought Noce was 80GRC023XE001.
