About this file

This document provides a justification for a single source award in accordance with FAR 13.106-1. The United States Marshals Service required fencing inclusive of installation, maintenance labor, material and equipment for perimeter protection of the Mark O. Hatfield Courthouse in Portland, Oregon. The estimated amount for the contract is $271,150. Due to the unusual and compelling urgency to reinstall perimeter fencing immediately following its removal on March 12, 2021, when the property and local businesses were repeatedly targeted and damaged, the justification cites only the original contractor can fulfill the urgent requirement by the needed delivery date. Market research was not conducted as the Marshals Service relied on previous research performed by the Federal Protective Service identifying this contractor as the only source able to provide the fencing on the required schedule. The justification was approved on April 19, 2021 and the contract was awarded on April 22, 2021 for an unknown amount to an unknown vendor to fulfill the urgent need.
