The barriers were erected around the Mark O. Hatfield Courthouse for the past 8 mo. by DHS FPS. Fencing removed March 12, upon removal persons repeatedly targeted and damaged both federal property and local businesses.

The USMS relied upon the market research previously conducted by the Federal Protective Service (FPS) and determined due to the unusual and compelling urgency to re-install the perimeter fencing from the same contractor for a limited period of performance
