About this file

This is a Statement of Work (SOW) for audio-visual courtroom technology systems at the U.S. District Court for the District of Puerto Rico, located at the Federico Degetau Federal Building and Clemente R. Nazario United States Courthouse in San Juan. The project involves procuring, installing, configuring, and testing complete courtroom technology systems for one base bid courtroom (Courtroom 2) and optional Schedule B installations for either Courtroom 6 or Courtroom 5. The work includes Audio-over-IP (AVoIP) systems, evidence presentation equipment, evidence carts, and custom control panel software modifications including code and graphical user interface development.

The scope encompasses comprehensive audio systems with automatic microphone mixing, reinforcement loudspeakers, recording equipment, assistive listening systems, language translation capabilities, and audio conferencing via VoIP/SIP lines. Video systems include high-definition IP-based digital matrix switching, document cameras, wireless presentation gateways, flat panel displays, and video projection systems with annotation capabilities. Video conferencing functionality must support remote broadcast of courtroom audio, evidence, and cameras with echo cancellation and scaling features. The contractor must provide all equipment, materials, cabling, testing, documentation, warranty service, and operational training. The one-year warranty commences upon substantial completion and obligates the contractor to provide equipment, materials, and labor at no cost for malfunctions. Technical documentation deliverables include as-built drawings, control system programming code with unlimited but not exclusive government rights, operation and maintenance manuals, and technical reference materials. The contractor must remove abandoned low-voltage cabling, restore surfaces to original condition, provide on-site installation team leadership, and conduct at least three training sessions covering operational and technical system aspects. Performance verification occurs through substantial completion inspection followed by a 30-workday acceptance period, with the system considered accepted when operating with not more than one warranty-related support action. All equipment must be new, currently manufactured at time of submittal, professional-grade, and rated for continuous duty, with quality assurance compliance required per AVIXA standards, ISO 9001-2015, and applicable electrical codes.

c. Except where otherwise specified herein, label switches, controls, and receptacles.

Labeling material shall be laser labels. Labels shall be placed on cover plates or directly adjacent to switches, controls, and receptacles to facilitate service and replacement.

d. Signs shall not cause interference with operation and maintenance of equipment.

Attach signs with rustproof screws.

R. Change all usernames and passwords on devices that have usernames and passwords assigned by the manufacturer.

3.2 GROUNDING PROCEDURES

A. The Contractor shall ensure that all power circuits are on the same electrical phase and that all ground cables are only connected to one point at the power breaker panel.

B. To minimize problems resulting from improper grounding and to achieve maximum signaltonoise ratios, the following grounding procedures shall be adhered to:

1. System Grounds: A single primary "system ground" shall be established for the systems in each area. All grounding conductors in that area shall connect to this primary system ground.

The system ground shall be provided in the audio equipment rack for the area and shall consist of a copper bar of sufficient size to accommodate all secondary ground conductors.

2. A copper conductor, installed in a raceway by this contractor, having a maximum of 0.1 O total resistance, shall connect the primary system ground bar to the nearest metallic electrical conduit of at least 2.0" in diameter. The Contractor shall be responsible for determining if the metallic conduit is properly electrically bonded to the building ground system.

3. Secondary system grounding conductors shall be provided from all racks, audio consoles, and ungrounded audio equipment in each area to the primary system grounding point for the area. Each of these grounding conductors shall have a maximum of 0.1 O total resistance.

4. Under no conditions shall the AC neutral conductor, either in the power panel or in a receptacle outlet, be used for a system ground.

5. Audio Cable Shields: All audio cable shields shall be grounded at one point only. There are no exceptions. For inter and intrarack wiring this requires that the shield be connected at one end only. For ungrounded portable equipment, such as microphones, the shield shall be connected at both ends but grounded at only one end.

6. General: Because of the great number of possible variations in grounding systems, it shall be the responsibility of the Contractor to follow good engineering practice, as outlined above, and to deviate from these practices only when necessary to minimize crosstalk and to maximize signaltonoise ratios in the audio, video, and control systems. The Contractor shall submit a written request

to the Contracting Officer, with justification and technical support materials, for approval of alternate grounding methods and practices.
